Law on the Archives Directorates in Afghanistan - 1933

LAW OF THE ARCHIVES DIRECTORATES IN AFGHANISTAN


19 AQRAB 1313


The Archives Department of a ministry is responsible for the receipts, dispatch storage and safety of all papers and correspondence related to that ministry.


ARTICLE 1: All correspondence, regulations, orders and other papers received by a Ministry go through the Archives Department.


ARTICLE 2: Upon receipt of correspondence, the Archives Department keeps an account of each item received specifying subject XXXX, date, and name of sender.


ARTICLE 3: Personal or secret correspondence is signed for and delivered to the minister or his representative, upon signature of the XXXX.


ARTICLE 4: All correspondence or regulations XXXX XXXX are logged in the Archives Department records, and either XXXX to their XXXX or filed. When Archives mail is delivered, XXXX be signed for.


ARTICLE 5: The Archives Department is obliged XXXX the receipt and delivery of mail.


ARTICLE 6: All correspondence XXXX the various XXXX of the ministry are returned to Archives after they have XXXX XXXX and are filed for safekeeping.


ARTICLE 7: All correspondence XXXX into XXXX the Archives Department must be signed for in a receipt, and the receipts filed.


ARTICLE 8: The Archives Department is responsible for XXXX on outgoing correspondence requiring an answer. If the addresses does not reply in 10 (ten) days, the Archives Department should follow-up with an inquiry form as to the reason for the delay. If no answer is then received, the Archives Department must refer the matter to the minister.


ARTICLE 9: All correspondence received by the various departments of the ministry should, after having been acted upon, be returned to the Archives where it will be logged and kept.


ARTICLE 10: All breach archives offices in the ministry which XXXX and file correspondence should turn over the same to the main Archives Department in the ministry. In the same manner, all correspondence XXXX from the main Archives Department should be returned after use.


ARTICLE 11: Archives Department are required to conform to a required system of filing their material, according to subject.


ARTICLE 12: Ministers and provincial governments can XXXX their own system of internal correspondence without the knowledge of the XXXX Archives Department; but all their correspondence should be finally deposited with the main Archives Department.


ARTICLE 13: The dispatching office of the various ministries and provincial governments are responsible for the maintenance of good filing systems and adequate safeguarding facilities.


ARTICLE 14: All archives offices in Kabul and the provinces must carry out these regulations.
