Circular of Ministry of Commerce on Applicable Amount of Textiles of 21 Categories for the First Time in 2006

In accordance with the Interim Administrative Measures for Textiles Export (hereinafter referred to as the Measures), the Interim Administrative Catalogue of Goods concerning Textiles Exported to the USA and the Announcement of No. 84 [2005] of the Ministry of Commerce of the People's Republic of China, the operators nationwide is hereby informed of the Applicable Amount of Textiles of 21 Categories for the First Time in 2006. Relevant issues is hereby notified as follows:

I.

According to the Announcement of No. 84 [2005] of the Ministry of Commerce, 2006 performance quota takes up 70% of the 2006 protocol products amount; the existing nationwide performance general quota occupies 50% of the annual performance general quota, and the detail is as follows: htm/e04555.htm

　　Nota Bene: 332/432/632T belongs to the parent item and 332/432/632B belongs to the subitem. The export of products belonging to the subitems shall be accompanied with the same quantity of products belonging to the parent items, and the products belonging to the parent items may be exported independently.
II. The applicable quantity of the dealers shall be calculated in accordance with the principle stipulated in these Measures; and thereinto, the time for the statistics of the export values of the first allocation is hereby specified as follows:
　　i. The export values for the global (non-U.S.) market: January 1, 2005-July 31, 2005
　　ii. The export values for the U.S. market:
　　1. The time for the statistics of the export values for those belonging to the Items of 200/301, 222, 229, 340/640, 345/645/646, 349/649, 359S/659S, 363, 666, 443, 447, 619, 620, 622, 647/8 and 847 and having the Duty Paragraphs of 6111200010, 6111300010, 6111900011, 6115200021 and 6115200029 is from January 1, 2005 to July 31, 2005.
　　2. In view of the factor of customs closing time for the U.S.-quotaed products, the time for the statistics of the export values for those belonging to the Items of 338/9 and 352/652 is from January 1, 2005 to July 5, 2005, the time for the Item of 347/8 is from January 1, 2005 to July 8, 2005, and the time for the Item of 638/9 is from January 1, 2005 to July 12, 2005; and the time for the statistics of the export values for those hosiery products having the Duty Paragraphs of 6115920019, 6115910000, 6115930012, 6115930013, 6115990011, 6115930014, 6115930019 and 6115990019 is from January 1, 2005 to May 12, 2005.
III. In accordance with the provisions in Section VI, Article IX of theses Measures, and with the actual situations in the exportations to the United States, the minimum applicable quantity of the 21 kinds of products exported to the United States is 20 dozens (dozen/pair) or 200 Kg ( pair/set/ m²). And the applicable quantity for the dealers whose applicable quantity is less than the minimum applicable quantity is zero.IV. The commerce authorities in charge in all localities shall as soon as possible inform the local dealers to fill in and submit, according to the facts and with reference to the applicable quantity released by the Ministry of Commerce, the data of the 13-digit import & export codes or their Chinese names of the enterprises absent in the released annexes, and shall collect the application reports and electronic data of the dealers and submit them to the Ministry of Commerce ( please transfer the electronic data via the Temporary Administrative Visa System for the Export of Textile Products). And the Ministry of Commerce will formally release the allocation program (notified separately) in accordance with the written applications and other relevant electronic data collected and submitted by the commerce authorities in charge in all localities.
V. The formal allocation program released by the Ministry of Commerce shall serve as the basis for the commerce authorities in all localities to issue to the related dealers the Temporary Export License for Textile Products.
VI. The commerce authorities in charge in all localities shall redistribute this Circular to the local related dealers and inform them that they may inquire the export values and the applicable quantities at the column of “Textile Export Info” on the website of the Ministry of Commerce.
VII. The China International Electronic Commerce Center shall be well prepared technologically.
