| 2005100920051009General Office of the Ministry of Commerceepdf/e04432.pdfQchain enterprises, logistics, distribution centers, retail enterprises, informatization,investigation, questionnairese04432Circular of the General Office of the Ministry of Commerce on the Construction of Some Distribution Centers of Chain Enterprises and the Informatization Construction of Some Retail EnterprisesShang Gai Zi [2005] No.50October 9, 2005To competent commercial departments of various provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and the Xinjiang Production and Construction Crops:In order to fully understand and grasp the construction of logistic distribution centers of enterprises engaged in chained operation, the informatization construction of retail enterprises and the development of electronic commerce in China, boost the construction of logistics distribution centers, improve the enterprise informatization and the development level of electronic commerce, strengthen the competitiveness of Chinese retail enterprises, we intend to launch an investigation of the construction of some distribution centers of chain enterprises, informatization construction of some retail enterprises and the development level of electric commerce. Related matters are hereby released as follows:1.This investigation is orientated to enterprises engaged in chained operation and commercial retail enterprises. Competent commercial departments of various provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and the Xinjiang Production and Construction Crops shall select at least 10 enterprises engaged in chained operation and 10 commercial retail enterprises within areas under their respective jurisdiction for investigation. Chosen enterprises shall exist in diversified ownership and modes of operation, among which local key enterprises may be given priority in being selected. Please send the name list of investigated enterprises in writing to (the Department of Commercial Reform and Development of) our Ministry.2.This investigation is carried out in the form of questionnaire, which (attached hereto) shall be transmitted to various local competent commercial departments to investigated enterprises. Such enterprises are requested to complete each of the said questionnaires and then directly submit them to the Department of Commercial Reform and Development of our ministry, without necessity to gather them together. (For enterprises engaged in chained operation, please fill in Appendix 1 and Appendix 2. For commercial retail enterprises, please fill in Appendix 1 and Appendix 3.)3.Investigated enterprises are requested to submit prior to October 31 to the Department of Commercial Reform and Development of our ministry their completed questionnaires, which are kept mostly in electronic files (delivered on the website) or may be also submitted in paper media (Originals are submitted by mail or fax.) For enterprises intending to submit their questionnaires in the form of electronic files, please access to http://dcscyxs.mofcom.gov.cn for filling and submitting the said questionnaires.4.Various local competent commercial departments shall strengthen the organization of and leadership over the investigation, designate special personnel to be responsible for urging the punctual and correct completion of as well as the submission of questionnaires by enterprises.
