Circular of the Ministry of Commerce on Releasing Export Quotas for Commodities of Cocoon Fiber Silk for the Year of 2006

Commerce authorities in charge in all provinces, autonomous regions, municipalities under direct control of the Central Government, and cities specially designated in the state plan, China National Silk Industry Corporation and China National Silk Import & Export Corporation:

In accordance with the total amount of export quotas and with the applications of all provinces, autonomous regions, municipalities under direct control of the Central Government, cities specially designated in the state plan, and enterprises administered by the Central Government, the export quotas of commodities of cocoon fiber silk for the year of 2006 are released, and this circular is hereby given on relevant issues as follows:

I.

The commodities of cocoon fiber silk administered by the regime of export quota license refer to those whose first four digits of the customs code are 5001-5003.

II.

The export quotas of commodities of cocoon fiber silk for the year of 2006 are distributed in accordance with the applied quotas of all provinces, autonomous regions, municipalities under direct control of the Central Government, cities specially designated in the state plan, and enterprises administered by the Central Government and with the utilization conditions of quotas of relevant commodities in the year of 2005.

III.

The commerce authorities in charge shall allocate export quotas to related export enterprises as soon as possible, file their second allocation programs with the Department of Foreign Trade of the Ministry of Commerce before the date of January 31, 2006 for examination and record, and make a copy for the China International Electronic Commerce Center at the same time.

IV.

The commerce authorities in charge in the provinces and autonomous regions in the border area shall, adhering strictly to related provisions of the state, earnestly do well the administration work of the national key frontier trade export in their own regions, rationally arrange export in accordance with the export quotas of commodities of cocoon fiber silk for the frontier trade released by the Ministry of Commerce, file their second allocation programs of quotas with the Department of Foreign Trade of the Ministry of Commerce before the date of January 31, 2006 and make a copy for the China International Electronic Commerce Center at the same time.

This circular is thereby given.
