[Article 1] The present Regulations are drawn up in accordance with the relevant stipulations of the "Provisional Customs Law of the People's Republic of China" and "Customs Regulations of the People's Republic of China Governing Supervision and Control over Inward and Outward Postal Articles (Revised)".

[Article 2] Personal postal articles sent to or from Hong Kong and Macao shall be released by the Customs duty free or on payment of duties in accordance with the relevant regulations if they are in reasonable quantities for personal use, the value of each parcel does not exceed RMB Y30 and the total value respectively for inward articles and for outward articles does not exceed RMB Y300 for each family within one year.  However, if the duty amount does not exceed RMB Y5 for each parcel, it will be admitted duty free.  If the duty amount exceeds RMB Y5, only the excess amount will be levied.

The value of inward postal articles shall be assessed by the Customs on the basis of CIF value, and the value of outward postal articles on the basis of retail prices on the domestic market.

Articles enumerated in the "List of Allowances for Personal Postal Articles" shall be limited to the quantities or values specified in the List (please refer to Table 1).

Declaration forms shall be attached to the postal parcels sent to or from Hong Kong and Macao (green labels may be stuck on inward small postal packets) for Customs verification and filing.

A sender shall bona fide fill in the declaration form (or the green label) with descriptions, quantities and values of articles contained in the parcel

[Article 3] For inward personal postal articles sent from Hong Kong and Macao, post offices where customs offices are stationed shall hand them over to the Customs for examination, and collection of or exemption from duties in accordance with the relevant regulations.

For outward personal postal articles to be sent to Hong Kong and Macao, the sender shall hand them over direct to the Customs office stationed at the post office for examination; however, if the sender posts them at a post office where no Customs office is stationed, the post office shall hand them over to the Customs for examination.

[Article 4] Except as otherwise permitted by the Customs, articles which are not in conformity with Paragraph 1 of Article 2 of the present Regulations shall not be sent in or out.  Articles which are prohibited to be sent in or out may be returned to the senders.  But the articles detained for being detrimental to China's politics, economy, culture, morality and hygiene shall not be returned by the Customs.

[Article 5] Inward postal articles abandoned by senders shall be handed over to the Customs by post offices for disposal.  If inward postal articles are taken back by the receiver and duties are not paid within a time limit for general delivery as stipulated by the post office, they shall be returned to the sender by the post office.  If it is impossible to return them to the sender, they shall be treated by the Customs as abandoned articles.

[Article 6] Any related matters not provided for in the present Regulations shall be dealt with in accordance with the "Customs Regulations of the People's Republic of China Governing Supervision and Control over Inward and Outward Postal Articles (Revised)".

[Article 7] The present Regulations shall enter into force on October 1, 1984.
