REGULATIONS
ON REWARDS FOR RATIONALIZATION
PROPOSALS AND TECHNOLOGICAL IMPROVEMENTS

CHAPTER I GENERAL RULES
[Article 1] These Regulations are formulated for the purpose of encouraging workers and staff members to put forward rationalization proposals energetically, endeavour to carry out technological innovations, promote the development of the national economy and speed up the socialist modernization construction.
[Article 2] Rewards shall be given in accordance with these Regulations for the rationalization proposals of improving production or the technological improvements put forward by workers and staff members (collectively or individually) which enable the production or work of a certain unit to make remarkable benefit through experiments, research and practical application.
[Article 3] Rationalization proposals and technological improvements include the following contents:
(1) The improvement or the improvement of the quality of industrial products or building structures, the improvement or development of the varieties or breeds of biologic species and the development of new products.
(2) The improvement of technological methods, testing or examining methods, cultivation techniques, plant protection techniques, breeding techniques, safety techniques, medical or hygienic or labour safety techniques and the storage, maintenance and transport techniques of materials and so on.
(3) The improvement of tools, equipment, instruments or devices.
(4) The technical measures to make more effective use of raw materials, other materials, fuel, power, equipment and natural conditions.
(5) The improvement of designs, statistics, calculation and other techniques.
[Article 4] These Regulations shall be applicable to the enterprises and institutions of the people's ownership. The units not under the people's ownership shall execute these Regulations accordingly.
CHAPTER II REWARDS
[Article 5] To give rewards for rationalization proposals and technological improvements, the principle of combining moral encouragement and material reward with the emphasis on the former shall be put into implementation. Commendation, certificates of merit and monetary rewards shall be given to those who contribute to rationalization proposals or technological improvements.
[Article 6] The rewards for the rationalization proporsals or technological improvements adopted shall be divided into four grades according to the degrees of their annual economic benefit:

Technological improvement shall be calculated as that of the year from the time of adoption.
[Article 7] The rewards shall be graded according to the degree of effect and significance of a rationalization proposal or a technological improvement which improves labour conditions, ensures safe production or eliminates environmental pollution, the economic benefit of which cannot be directly calculated.
[Article 8] The monetary reward for a project collectively completed shall be rationally distributed according to the degrees of contributions.
[Article 9] The limits of authority for the examination and pproval of rewards: the rewards for rationalization proposals and technological improvements shall be examined and approved by the adopting units and reported to higher authorities in charge for filing.
[Article 10] Rewards shall be paid by the adopting units. The rewards paid by producing units shall be included in the costs of production and those paid by non-productive units shall be reimbursed from the operating expenses.
CHAPTER III EXAMINATION AND HANDLING
[Article 11] An enterprise or an institution shall be provided with an appropriate organization or personnel to take charge of the examination, implementation and rewarding of rationalization proposals and technological improvements. When any dispute arises between a proposer and an examination unit, it shall be submitted to a higher department in charge for handling.
[Article 12] Significant rationalization proposals or technological improvements or those which cannot be handled by a unit itself shall be submitted to the higher department in charge for handling. Rewards shall be given by the adopting units after adoption.
[Article 13] A rationalization proposal or a technological improvement shall be proved successful through tests or appraisal before adoption.
[Article 14] Those who seek honour through fraud and deception shall be criticized, the rewards given shall be recovered by deducting them from their income or deposits and disciplinary punishments shall be imposed on those whose cases are serious.
CHAPTER IV SUPPLEMENTARY PROVISIONS
[Article 15] The State Economic Commission shall be responsible for the interpretation of these Regulations.
[Article 16] The people's government of each province, municipality or autonomous region and each department of the State Council shall formulate the rules for the implementation of these Regulations in the light of specific conditions.
[Article 17] These Regulations shall be put into effect from the rate of promulgation. The "Regulations on the Rewards for technological Improvements" promulgated in 1963 shall be annulled at the same time.
