CHAPTER I GENERAL PROVISIONS

[Article 1] In accordance with the Regulations on the Inspection of Import and Export Commodities of the People's Republic of China, these provisions are formulated with a view to strengthening the inspection administration of export commodities, improving the reputation of our export commodities in international market and fully depending upon the inspection forces of manufactures and suppliers.

[Article 2] These provisions should be applicable to the test and accreditation for the professional inspectors in the manufacturers and suppliers of export commodities, which are under the jurisdiction of import and export commodity inspection bureaux of provinces, autonomous regions and municipalities and Xiamen Import and Export commodity Inspection Bureau.  (herein after referred to as the commodity inspection authorities).

CHAPTER II APPLICATION FOR ACCREDITATION AND TEST, ISSUANCE OF CERTIFICATES

[Article 3] All the manufacturers and suppliers of export commodities, which are perfect in inspection authorities and regulations, may recommend inspectors to be accredited to the commodity inspection authorities.

[Article 4] The accredited inspectors must possess the following conditions;

(1) Having engaged in the inspection work for over three years, being familiar with the inspection standards and techniques, having good knowledge of production technology and administration, and being able to make accurate evaluations and analysis for the quality of products.

(2) Working hard, being honest and upright, strong in sense of responsibility, adhering to principles, being fair and just in handling affairs and enjoying a fairly high prestige.

[Article 5] For the qualified inspectors, blank application forms should be taken from the commodity inspection authorities by the applying departments.  The applying departments have them filled out, and present them to the commodity inspection authorities after the opinions being given by the competent production departments.  The application forms are printed by each of the commodity inspection bureaux.  The forms will include the following items: recommended person's name, sex, age, title of a technical or professional post, the organization in which he works, education level, biographical notes of work, attitude in work, opinions given by the recommended departments and competent departments, comments concerning the examination and approval of the commodity inspection bureaus and signatures of the examiners.

[Article 6] The commodity inspection authorities may carry out the examination and test for the inspectors independently or jointly with the competent production departments in the professional techniques, performance in work, knowledge on quality administration and ability to express in written form etc.  If the tested person's level in professional techniques is in or corresponding to above the level of special or technical secondary school, he may be exempted from an examination in the professional techniques.  If his level in professional techniques is below the level of special or technical secondary school, he must be given the examination with a topic assigned by the commodity inspection authorities independently or jointly with the competent production departments.  Other items for test may be adopted in the ways such as having investigation or an informal discussion.

[Article 7] The commodity inspection authorities are in charge of the accrediting and issuing of certification as well as supervision and administration for the inspectors in manufacturers and suppliers.

CHAPTER III DUTIES OF THE ACCREDITED INSPECTOR

[Article 8] The accredited inspectors in the manufacturers and suppliers should perform their duties as follows:

(1) To implement the regulations on the commodity inspection and carry out policies concerning commodity inspection.

(2) To inspect the export commodities of their own units, be responsible for the results if inspection, and make detailed inspection records; to issue quality certificates for the qualified products; to issue unqualified certified certificates for substandard products.  Certificates should not be issued for the uninspected products.

(3) To guide the inspection work on the export products of their own units, go into production to inspect quality, quantity (weight) and packing of products, at the same time, urge the units to make improvement; to supervise and urge the related persons to take good care of the inspection basis such as samples and standards as well as the related inspection materials and papers.

(4) To keep close relations with the commodity inspection authorities.  They may make a direct report on quality of the products to the commodity inspection authorities, accept the administration of the commodity inspection authorities and submit reports on work to the commodity inspection authorities annually.

CHAPTER IV SUPPLEMENTARY PROVISIONS

[Article 9] The heads of the manufacturers and suppliers for the export commodities should support the accredited inspectors' work and maintain the relative stability of their posts.  If the inspection personnel is transferred to another post, written reports must be made to the commodity inspection authorities and at the same time a new inspector should be recommended.

[Article 10] The commodity inspection authorities should often check the accredited inspectors' work.  For those, who are not responsible in their work, resort to deception in behavior or are engaged in malpractices for selfish ends, the accreditation licenses must be revoked; and the economic and legal responsibility of persons and heads of the unit concerned should be investigated and affixed.

Accredited inspectors who have made remarkable achievements in their work will be praised and rewarded.

[Article 11] These Provisions will come into force from July 1, 1986.
