Several Rules of the Shenzhen Special Economic Zone on the
Encouragement of Overseas Chinese, Compatriots of Hong Kong,
Macao, and Taiwan to Make Contributions to Promotion of
Education |

by Order No. 16 of the Shenzhen Municipal People' s Government on
October 21, 1993) |

Article 1
Making contributions to promotion of
education by overseas Chinese, compatriots of Hong Kong, Macao,
and Taiwan is a specific
expression of patriotism which shall be
encouraged and supported by the government. |
|
Article 2 Overseas Chinese,
compatriots of Hong Kong, Macao, and Taiwan shall be welcome to
make contributions to promotion of education
in the following
ways: |
(1)
providing funds to set up
schools; |
(2)
making donations to build up
schools; |
(3)
donating teaching appliances
and equipments and books; |
(4)
making contributions to
setting up scholarships for teachers and students. |

Article 3
When making contributions to
promotion of education in the Shenzhen |
Special Economic Zone, overseas Chinese,
compatriots of Hong Kong, Macao, and Taiwan may put forward a
written letter
of intent to a unit accepting their
contributions, this unit and contributors shall further exchange
views, work out
a specific plan for contributing to promotion of
education together, the unit accepting the contributions shall
report
to the Shenzhen Municipal Department of Education, the
Shenzhen Municipal Department of Education shall give its
opinion
and report it to the Shenzhen Municipal People' s
Government for examination and decision. |

Article 4 The schoolhouses
(including buildings) constructed by contributions and the
scholarships for teachers and students set
up by contributions
may be named according to contributors' wishes. |

Article 5 The Shenzhen
Municipal People' s Government shall commend and reward,
according to their actual contributions, the overseas
Chinese,
compatriots of Hong Kong, Macao, and Taiwan who have been
enthusiastic about contributing to promotion of education
since
the founding of this city: |
(1)
any person whose
contribution is more than 2 million RMB (including 2 million RMB)
shall be awarded a title of "Honorary
Resident of Shenzhen City"
and presented a gold medal; |
(2)
any person whose
contribution is more than 1 million but less than 2 million RMB
shall be awarded a certificate of honor
and presented a gold
medal; |
(3)
any person whose
contribution is more than a half million but less than 1 million
RMB shall be awarded a certificate
of honor and presented a
silver medal; |
(4)
any person whose
contribution is more than 100,000 but less than a half million
RMB shall be awarded a certificate of
honor. |

Article 6
Various people' s governments and
related departments shall give |
priority to listing in investment plans,
requisitioning land, arranging construction, etc. for the
project of school building
funded by the contributions from
overseas Chinese, compatriots of Hong Kong, Macao, and Taiwan.

Article 7 The school property
donated by overseas Chinese, compatriots of Hong Kong, Macao,
and Taiwan shall be protected by the
laws of the state and shall
not be encroached on. Any unit and individual shall not spend
extravagantly, misappropriate,
embezzle the funds for promotion
of education and scholarships for teachers and students. The
legal responsibility of
violators shall be investigated into
according to law. |

Article 8 These rules shall take effect as of the
date of promulgation. |
