To further implement the spirit of the documents and meetings of the State
Council and relevant departments of the Central Government,
as well as the
requirements by the Municipal Party Committee and the Municipal People' s
Government for helping students from impoverished
families in their education,
we hereby put forward the following implementation suggestions on doing a still
better job of helping
students from impoverished families at the stage of
compulsory education in this Municipality: I. Targets of Help for the
Impoverished in Their Education 1. Students from families of low financial
security in urban or suburban areas in this Municipality, as certified by
departments
of civil administration, who go to public schools of different types
in their neighborhood (or non-governmental schools appointed
by district/county
education departments to enroll students in their respective neighborhood) at
the stage of compulsory education
in this Municipality. 2. Students from
families in special difficulties in urban or suburban areas in this
Municipality, as certified by departments of
civil administration, who go to
public schools of different types in their neighborhood (or non-governmental
schools appointed
by district/county education departments to enroll students in
their respective neighborhood) at the stage of compulsory education
in this
Municipality. In particular, they include: (1) Children of those people who
have given their lives for the State and are recognized as martyrs
upon the
approval of the People' s Government; (2) students whose parents are both dead,
and whose appointed guardians' families
are in financial difficulty; (3) students
from families in financial difficulty, either of whose parents has major or
serious illnesses
or is incapable of work; (4) students from families in
financial difficulty, either of whose parents is seriously disabled; (5)
students from single-parent families in financial difficulty, either of whose
parents is dead. The definition of financial difficulty shall be formulated
according to the uniform standard set by departments of civil administration
in
this Municipality. 3. Students with permanent residence in this Municipality
from other families in financial difficulty who go to public schools of
different types in their neighborhood at the stage of compulsory education in
this Musicality. II. Contents of Helping 1. For students from families of
low financial security and in special difficulties (1) They shall be exempt
from miscellaneous fees; (2) They shall be exempt from textbook fees; (3)
They shall be provided with living subsidies. 2. For students from other
families in financial difficulty (1) They shall be exempt from miscellaneous
fees or have such fees reduced; (2) They shall be provided with student
grants. III. The Standard of Reduction, Exemption and Subsidization 1.
Students from families of low financial security and in special
difficulties (1) Exemption from miscellaneous fees and textbook fees shall be
implemented according to the current standard of charge in public
schools for
the stage of compulsory education. In case of schools with transformed system,
the standard of charge in public schools
shall be used as a reference in
implementation. (2) The standard of living subsidy shall be 110 yuan RMB per
month per student (for 9 months each year). 2. Students from other families
in financial difficulty (1) Miscellaneous fees shall be exempted or reduced,
as appropriate, depending on the actual degree of difficulty and according to
the current standard of charge in public school for the stage of compulsory
education. (2) Student grants shall be provided, depending on the actual
degree of difficulty, and the specific standard is: Primary school: Category
A is 120 yuan RMB per month per student; Category B is 90 yuan RMB per month
per student; Category C is 60 yuan RMB per month per student; Middle
school: Category A is 170 yuan RMB per month per student; Category B is 140
yuan RMB per month per student; Category C is 110 yuan RMB per month per
student; IV. Mode of Operation 1. Students from families of low financial
security and in special difficulties (1) Students (or their guardians) who
apply for exemption from miscellaneous fees and textbook fees, and for living
subsidy shall
submit written applications to the administrative offices of
social relief affairs in the neighborhoods (townships and towns), where
their
permanent residences are registered and complete the "Application Form for Help
for Students from Impoverished Families at
the Stage of Compulsory Education" .
Upon their examination, verification and certification, the administrative
offices of social
relief affairs in the neighborhoods (townships or towns) shall
issue to those who meet the necessary conditions corresponding education-aid
coupons to help the impoverished (hereinafter referred to as coupons of
education-aid). The application formalities shall be performed
once every school
term. (2) On coming to school for registration, the students shall hand over
the coupons of education-aid to the school staff, who shall
then perform
necessary fee exemption formalities according to relevant standards of charges
set by the Municipal Education Commission.
(3) After checking, stamping,
registering and filing the coupons of education-aid, the schools authorities
shall settle accounts
with district/county education bureaus. Coupons of
education-aid shall be settled once every school term. (4) Real names shall
be used on coupons of education-aid and it is prohibited to transfer or cash the
coupons. (5) Impoverished students receiving coupons of education-aid shall
receive living subsidy. 2. Students from other families in financial
difficulty (1) Exemption from and reduction of miscellaneous fees. Students
shall submit written applications to the school authorities and
complete
the "Application Form for Miscellaneous Fee Exemption or Reduction" . The school
authorities shall consider the degree
of the financial difficulties of the
students and grand such exemption or reduction upon the approval of school
leadership. (2) Provision of student grants. Students shall submit written
application to the school authorities and complete the "Application
Form for
Student Grants" , detailing their family income and financial difficulties; upon
the approval of the school leadership,
student grants shall be paid every month.
Such applications shall be processed once every school term, with application
formalities
performed at the beginning of a school term. V. Channels for
funds 1. Following the principal of "two levels of government and
administration at two levels" , governments at all levels shall continue
to
increase their fund input for education so as to guarantee the availability of
funds for helping students from impoverished
families in education. In their
budget for educational undertaking, all districts and counties shall list an
additional item of
special-purpose funds for "two reductions and one
exemption" for students from families of low financial security and in special
difficulty in urban and suburban areas in this Municipality. 2. Funds for
reduction of and exemption from miscellaneous fees and for provision of student
grants for students from other families
in financial difficulty shall be covered
under the school public expenditure and listed by all districts and counties in
their
department budget for educational undertakings. 3. Funds used for
exemption, reduction and subsidization to be provided by financial departments
at all levels shall be appropriated
to schools in full and on time. VI.
Other Matters With regard to helping impoverished students with permanent
residence in this Municipality who attend schools for the deaf and blind
and for
students with special difficulties to receive full-time nine-year compulsory
education, "Suggestions on the Reduction of
and Exemption from Educational
Expenses for Students in Special Education Schools in Shanghai for the Nine-year
Stage of Compulsory
Education" (SECB [2005] No.20) shall apply. VII.
Implementation Time The present suggestions shall become effective from
September 1, 2005. In case any of the previous policies formulated in this
Municipality concerning helping students from impoverished families at the
stage
of compulsory education is not in accord with the present suggestions, the
present suggestions shall be taken as the standard.
All districts and
counties may formulate corresponding procedures on helping students from
impoverished families in education according
to the present suggestions.
