Procedures of Shanghai Municipality on Administration of House and Lane Numbers

| (Promulgated by the Shanghai Municipal People' s Government on December 10,1998) Article 1 Purpose and Basis For the purpose of strengthening the administration of house / lane numbers in Shanghai Municipality, and suiting the needs of city construction, social development and people' s living, these Procedures are formulated in accordance with the Regulations of Shanghai Municipality on Place-name Administration. Article 2 Scope of Application These Procedures shall apply to the arrangement, the use and the erection of signs for distinction house/ lane numbers, and their administration of these works in the administrative areas of this Municipality. Article 3 Competent and Coordinating Departments The Shanghai Municipal Public Security Bureau is the competent department responsible for the administration of house/ lane numbers within the municipal areas and is professionally guided by the Place-name Office of Shanghai Municipal People' s Government (hereinafter referred to as the Municipal Place-name Office). The district / county public security organ is responsible for the administration of house/ lane numbers within its administrative area. The municipal administrative departments of City Planning, House and Land, Public Utilities, Electricity, Housing, Municipal Administration, etc. shall work well in the administration of house / lane numbers in accordance with their respective duties. The people' s government of township / town and the subdistrict offices shall assist the public security organs in the administrative work of house / lane numbers within their administrative areas. Article 4 Application The unit or individual person who invests in and constructs a building with approval of the government shall apply to the local agency of the public security organ of the area, where the building is located, for the house / lane numbers of the building with the permit for planning of construction project and the plane figure of the building. Article 5 Examination and Approval The local agency of the public security organ shall, within 5 working days from the date when the application is received, put forward its opinions concerning the arrangement of the house / lane numbers and submit them to the district / county public security organs for examination and approval. The District/County public security organs shall, within 5 working days, make their decision on examination and approval. The house / lane numbers of buildings on either side of a trans-district/county urban street or a high way shall be submitted by the district / county public security organ to the Municipal Public Security Bureau for examination and approval, which shall, within 5 working days, make its decision on examination and approval. If the application meets the required conditions, the local agencies of the public security organ shall give an approval notice of the house / lane numbers. If the application does not meet the required conditions, the local agencies shall notify the applicant accordingly in written form. Article 6 Arrangement of Numbers The public security department shall arrange house / lane numbers of the buildings based on the formally approved road names. The order of house/lane numbers of the buildings shall be arranged according to the principle from east to west or from south to north in the direction of the road, the lane, or the village (from west to east, from north to south in Pudong New Area) and odd numbers shall be on the left and even numbers on the right. House / lane numbers shall keep in the fixed order. If the distance between two adjacent buildings exceeds 4 meters, a spare house / lane number shall be reserved for the future use. House / lane numbers shall not skip over one another and two buildings shall not use the same number. Article 7 Alteration If house / lane numbers are to be altered due to the change of road names because of construction, the constructing unit shall make an application for the alteration. If house / lane numbers are to be altered due to the change of road names because of other reasons, the department appointed by the district / county people' s government shall make an application to the public security department for alteration and go through formalities according to Article 5 of these Procedures. Article 8 Installation The forms of House/lane number plate models shall be determined by the Municipal Public Security Bureau jointly with the Municipal Place-name Office. The plates shall be made under the unified supervision of the Municipal Public Security Bureau. The installation of house / lane number plates shall be done systematically by the local agencies of the public security organ. The installation of house / lane number plates shall be unified and conspicuous, neither too high nor too low. The specific standards for installation shall be made by the Municipal Public Security Bureau separately. Article 9 Expenses The expenses of making and installing house / lane number plates shall be paid according to the following stipulations: 1. The expense for newly-built buildings shall be borne by the investing and constructing unit or the individual person; 2. The expense for the alteration of house / lane numbers due to the alteration of road name because of a road construction shall be borne by the constructing unit of the road; 3. The expense for the alteration of house/lane numbers due to the alteration of road name because of other reasons shall be borne by the district / county people' s government; 4. The expense for the alteration of house/lane numbers of a completed building due to the necessity shall be borne by the owner of the property; or 5. The expense arising from any unauthorized demolishing, refitting or damaging of house / lane number plates shall be borne by the party concerned. The specific standards of the expenses of making and installing house / lane number plates shall be stipulated separately by the Municipal Public Security Bureau jointly with the Municipal Finance Bureau and the Municipal Price Control Bureau. Article 10 Duties Every unit or individual person has the duty to protect house / lane number plates. On discovering that any house / lane number plate is damaged, or its words and numbers are incomplete, the construction unit or the owner of the property shall replace it in due time. The following actions are prohibited: 1. Arrange house / lane numbers or make house / lane number plates without authorization; 2. Alter or stain and damage house / lane number plates; 3. Shelter or cover house / lane number plates, or 4. Any other actions of damaging house / lane number plates. Article 11 Duties of Relevant Departments When the relevant departments of this Municipality, such as those of public utilities, electricity, house and land, and housing, etc., go through formalities for granting permit for sale in advance of commodity house, or permit for delivery of newly-built houses, or for the installation of water, electricity, and gas, the standard registration address of the applicant shall be the house / lane number approved by the public security department. Article 12 Penalty Any unit or individual person violating the provisions of these Procedures shall be penalized by the public security department in accordance with the relevant provisions of the Regulations of Shanghai Municipality on Place-name Administration. Article 13 Effective Date These Procedures shall become effective from the date of their promulgation. In the meantime the Procedures of Shanghai Municipality on the Administration of House Numbers approved by the Shanghai Municipal Government on March 30, 1988 shall be repealed. |
