Provisions of Shanghai Municipality on the Awarding of the Title of Honorary Citizen

according to the Decision of Revising the Procedures of the Standing Committee of the Shanghai Municipal People' s Congress on the
Awarding of the Title of Honorary Citizen of Shanghai Municipality to Foreigners made at the 4th Session of the Standing Committee
of the 11th Shanghai Municipal People' s Congress on August 18, 1998) Article 1 With a view to encouraging and honoring foreigners, overseas Chinese and other personages from places outside this Municipality, who have made remarkable contributions to the economic and social development of this Municipality and to the promotion of exchange and cooperation between this Municipality and foreign cities, etc., these Provisions are formulated in accordance with the provisions of the Organic Law of Local People' s Congress and Local People' s Government of the People' s Republic of China. Article 2 Foreigners, overseas Chinese and other personages from places outside this Municipality who meet any of the following requirements may be awarded the title of Honorary Citizen of Shanghai Municipality: 1. Having made remarkable contributions to the promotion of external communication, to the establishment of the relationship of friendly cities and to the development of exchange and cooperation between this Municipality and foreign cities; 2. Having made remarkable contributions to the preparation of plans for the urban and rural development of this Municipality, to the formulation of policies for protecting environment and resources, and major technological policies of this Municipality by putting forward important suggestions; 3. Having made remarkable contributions to the promotion of the economic construction and development of high and new technology of this Municipality; 4. Having made remarkable contributions to the development of both foreign and domestic markets and to the promotion of economic and trade activities of this Municipality; 5. Having made remarkable contributions to the development of science, education, culture, public health and sports of this Municipality; 6. Having made remarkable contributions to the development of social welfare services and charities of this Municipality with financial aid; or 7. Having made remarkable contributions in other fields. Article 3 Any of those who meet the requirements for the title of Honorary Citizen of Shanghai Municipality shall be recommended by the district, or county people' s governments, the departments under the Municipal People' s Government, and other offices concerned at the municipal level. The unit of recommendation shall fill out the Form of Recommendation for Honorary Citizen of Shanghai Municipality prepared and printed uniformly by the Municipal People' s Government and report to the competent authorities concerned: 1. If the person recommended is a foreigner, the report shall be sent to the competent administrative department for foreign affairs of the Municipal People' s Government; 2. If the person recommended is an overseas Chinese, the report shall be sent to the competent administrative department for overseas Chinese affairs of the Municipal People' s Government; or 3. If the person recommended is a personage from places outside this Municipality, the report shall be sent to the competent authorities concerned at the municipal level. Article 4 The competent authorities for foreign affairs and for overseas Chinese affairs of the Municipal People' s Government and the competent authorities concerned at the municipal level shall make initial examination and suggestion after receiving the report for recommending the Honorary Citizen of Shanghai Municipality. The Foreign Affairs Office of the Municipal People' s Government shall then, after carrying out the work of coordination and overall balance, report it to the Municipal People' s Government for examination and approval. The Municipal People' s Government shall finally submit it to the Standing Committee of the Municipal People' s Congress for decision after consideration. Article 5 For any of those who are to be awarded the title of Honorary Citizen of Shanghai Municipality according to the decision made by the Standing Committee of the Municipal People' s Congress, a ceremony shall be held and a Certificate of Honorary Citizen of Shanghai Municipality and a badge shall be issued by the Municipal People' s Government. The certificate shall be signed by the mayor. The personage receiving the title of Honorary Citizen of Shanghai Municipality shall be accorded courteous reception. Article 6 These Provisions shall become effective on January 15, 1997. |
