The Suggestions on Increasing the Benefits of the Retired Model Workers of Shanghai Municipality
 

Being concerned about and cherishing the model workers(hereinafter referred to as MW) is the specific embodiment of the implementation of the important thought of "Three Represents" , and is conducive to the development of the atmosphere of "respect labor, respect knowledge, respect talents, and respect creation" in the whole society. With the purpose of further ascertaining the care and love of the Party and the government to the MWs, we hereby put forward the suggestions on enhancing the treatment of the retired MWs of Shanghai Municipality as follows:

I. On increasing the benefits of the retired urban MWs

1. If the monthly old-age pension of a retired urban MW this year is lower than 1000 yuan, the balance shall be supplemented in full in the light of the standard of 1000 yuan. In the future, the Municipal Federation of Trade Unions shall every year, jointly with the relevant functional departments, publicize the subsidy standard, and provide the MW name list. The Municipal Labor and Social Security Bureau shall issue subsidy every month, and the Municipal Finance Bureau shall settle the general subsidies at the end of each year.

2. While enjoying the basic social medical security, the retired urban MWs shall all be incorporated into the Shanghai Municipal Retired Workers' In-hospital Medical Mutual Aid Security. If the employer-unit has difficulty in paying the Retired Workers' In-hospital Medical Mutual Aid Security Fund, the Municipal Federation of Trade Unions shall provide help in the settlement thereof.

3.Where the per capita residential area of a retired urban MW' s family is lower than the standard of this Municipality' s residential housing guarantee, and the per capita monthly income of a retired urban MW' s family is lower than the minimum salary standard of this Municipality, such family shall be given priority to enjoy the policy of low-rent residential housing, and its difficulty in residential housing shall be solved by allocating it with rent in kind; where the per capita yearly income of a retired urban MW' s family is lower than the minimum standard publicized by the Municipal Finance Bureau at the beginning of each year, and such family reports the individual income of its members to the municipal finance and taxation organ and has made good faith promise, it may, according to the provisions of the policies on giving discount to the interests of the loan for purchasing housing towards this Municipality' s families with middle-and-low income, be given priority to buy or rent (or in terms of the rent standard as prescribed) a suite of medium-and-low price commodity residence for self dwelling provided by the government.

II. On enhancing the treatment of the rural MWs

1. A rural MW that has never joined any social insurance or has enjoyed the benefits of rural old-age insurance shall, by reference to the special provisions about the persons whose farmland has been requisitioned in the "Interim Procedures of Shanghai Municipality on the Social Insurance of Small Towns" (SMPGG[2003]No.65), upon his/her own application, join the social insurance of small towns after he/she has paid the basic old-age pension and medical insurance premium in a lump sum not lower than that of 15 years(the payment base is 60% of the whole Municipality' s workers' average monthly salary of the preceding year, and the amount of payment is counted at the rate of 22%), relevant living allowance and the supplementary medical insurance premium. At the same time, the collective economic organization and the MW sign agreement to call in his/her rights and interests of land contracting, and the district/county government in the MW' s locality handles the formalities of changing the nature of his/her permanent household registration. The relevant district/county governments may, furthermore, at the rate of 2%, establish supplementary social insurance. The afore-said expenses shall be paid by the district/county finance.

2. On the basis of joining urban basic medical insurance, the rural MWs shall be all incorporated into the Shanghai Municipal Retired Workers' In-hospital Medical Mutual Security, and the expenses thereof shall be paid by the Municipal Federation of Trade Unions.

3. If the rural MWs that enjoy the small town old-age security low-income subsidy have their own residential housing seriously damaged and endangered, the Municipal Housing, Land and Resources Bureau shall organize the appraisal and maintenance, the maintenance funds shall be paid by the district/county governments.

III. On establishing the Funds for Providing Help to the MWs with Special Difficulties

The Funds for Providing Help to the MWs with Special Difficulties shall be earmarked for the help to those MWs that have difficulties in living due to special reasons. The Municipal Federation of Trade Unions shall, jointly with the Municipal Civil Affairs Bureau and the Municipal Finance Bureau, separately formulate the use scope, standard of help, issuing department and specific implementation procedures of the Funds for Providing Help to the MWs with Special Difficulties.

The special-account management and special funds for specified purpose only shall be adopted for the Funds for Providing Help to the MWs with Special Difficulties, which shall be incorporated into the finance budget of the current year by the Municipal Finance Bureau. The Municipal Finance Bureau shall, according to the "Budget of the Funds for Providing Help to the MWs with Special Difficulties" drawn up by the Municipal Federation of Trade Unions, appropriate the funds to the special account of the "Funds for Providing Help to the MWs with Special Difficulties" under the Municipal Federation of Trade Unions. The Municipal Federation of Trade Unions shall, jointly with the Municipal Civil Affairs Bureau, perform the specific help and use such fund and be responsible for the balance of finance in use.

By reference to the issuing standard of the All-China Federation of Trade Unions for the subsidy for helping the State MWs with difficulties in living and the funds for helping the State MWs with special difficulties, the interim standard this year shall be set as 2000 yuan/person, and the interim number of the MWs with special difficulties in this Municipality shall be set as 10% of the total MWs in this Municipality for the funds for providing help to the this Municipality' s MWs' with special difficulties.

The above Suggestions shall become effective on September 1, 2004.
