In order to comply with international norms on the protection of refugees, the following were recommended [2006] KRNHRC 6 (1 January 2006)

The Principle of Non-refoulement should be stipulated in laws;
Legal grounds for obligated cooperation with the Office of the United Nations
High Commissioner for Refugees should be prepared and the UNHCR should
present an official opinion regarding individual procedures for determining
refugee status;
In accordance with the principle of family reunification, refugee status should be
granted to the spouses and dependent children of refugees; and
Provisional refugee status should be granted to refugee applicants in need of
protection on humanitarian grounds, to allow legal sojourn and opportunity to seek
employment.
