RESOLUTION Amending and supplementing the 1992 Constitution and setting up the Drafting Committee for Amendment of the 1992 Constitution
Pursuant to the 1992 Constitution of the Socialist Republic of Vietnam, which was amended and supplemented under Resolution No.51/2001/QH10; After considering the National Assembly Standing Committee’s Report No. 11/TTr-UBTVQH13 of August 2, 2011, on implementation
of the policy on study, amendment and supplementation of the 1992 Constitution, and Report No. 12/TTr-UBTVQH13 of August 2, 2011,
on the setting up of the Drafting Committee for Amendment of the 1992 Constitution, and opinions of National Assembly deputies, RESOLVES: Article 1. To decide to amend and supplement the 1992 Constitution of the Socialist Republic of Vietnam, which was previously amended and supplemented
in 2001, in order to suite the new situation with objectives, requirements, viewpoints and orientations of amendment and supplementation
of the 1992 Constitution stated in the National Assembly Standing Committee’s Report No. 11/TTr-UBTVQH13 of August 2, 2011. Article 2. To set up the Drafting Committee for Amendment of the 1992 Constitution (below referred to as the Constitution Amendment Drafting Committee), composed of: 1. Nguyen Sinh Hung, member of the Politburo, chairman of the National Assembly, as its chairman. 2. Uong Chu Luu, member of the Party Central Committee, vice chairman of the National Assembly, as its vice chairman. 3. Le Hong Anh, member of the Politburo, permanent member of the Party Secretariat, as its member. 4. Nguyen Thi Doan, member of the Party Central Committee, Vice President, as its member. 5. Nguyen Xuan Phuc, member of the Politburo, Deputy Prime Minister, as its member. 6. Tong Thi Phong, member of the Politburo, vice chairman of the National Assembly, as its member. 7. To Huy Rua, member of the Politburo, secretary of the Party Central Committee, chairman of the Organization Department of the Central
Committee, as its member. 8. Dinh The Huynh, member of the Politburo, secretary of the Party Central Committee, chairman of the Central Committee for Propaganda
and Education, as its member. 9. Phung Quang Thanh, member of the Politburo, Minister of National Defense, as its member. 10. Tran Dai Quang, member of the Politburo, Minister of Public Security, as its member. 11. Ha Thi Khiet, secretary of the Party Central Committee, director of the Central Committee for Agitation among the People, as its
member. 12. Truong Hoa Binh, secretary of the Party Central Committee, president of the Supreme People’s Court, as its member. 13. Nguyen Hoa Binh, member of the Party Central Committee, director of the Supreme People’s Procuracy, as its member. 14. K’sor Phuoc, member of the Party Central Committee, member of the National Assembly Standing Committee, chairman of the
National Assembly’s Committee for Ethnic Affairs, as its member. 15. Nguyen Van Hien, member of the Party Central Committee, chairman of the National Assembly’s Judicial Committee, as its member. 16. Phan Trung Ly, member of the National Assembly Standing Committee, chairman of the National Assembly’s Committee for Legal
Affairs, as its member. 17. Nguyen Van Giau, member of the Party Central Committee, member of the National Assembly Standing Committee, chairman of the National
Assembly’s Economic Committee, as its member. 18. Nguyen Thai Binh, member of the Party Central Committee, Minister of Home Affairs, as its member. 19. Ha Hung Cuong, member of the Party Central Committee, Minister of Justice, as its member. 20. Bui Quang Vinh, member of the Party Central Committee, Minister of Planning and Investment, as its member. 21. Nguyen Hanh Phuc, member of the Party Central Committee, member of the National Assembly Standing Committee, director of the National
Assembly Office, as its member. 22. Huynh Dam, president of the Central Committee of the Vietnam Fatherland Front, as its member. 23. Dang Ngoc Tung, member of the Party Central Committee, chairman of the Vietnam General Confederation of Labor, as its member. 24. Nguyen Thi Thanh Hoa, member of the Party Central Committee, chairwoman of the Vietnam Women’s Union, as its member. 25. Nguyen Dac Vinh, alternate member of the Party Central Committee, secretary of the Central Committee of the Ho Chi Minh Communist
Youth Union, as its member. 26. Tran Hanh, chairman of the War Veterans Association of Vietnam, as its member. 27. Nguyen Quoc Cuong, member of the Party Central Committee, chairman of the Vietnam Peasants’ Association, as its member. 28. Le Minh Tam, vice chairman-cum-secretary general of the Vietnam Lawyers’ Association, as its member. 29. Nguyen Xuan Thang, member of the Party Central Committee, president of the Vietnam Academy of Social Sciences, as its member. 30. Chau Van Minh, member of the Party Central Committee, president of the Vietnam Academy of Science and Technology, as its member. Article 3. 1. The Constitution Amendment Drafting Committee shall review the implementation of the 1992 Constitution and draft amendments to
the Constitution and submit them to the National Assembly for consideration and passage. 2. The Constitution Amendment Drafting Committee shall promulgate its operation regulation and set up an editorial board to assist
it. 3. The National Assembly Office shall ensure funds and other necessary conditions for, and serve activities of the Committee and the
editorial board. This Resolution was adopted on August 6, 2011, by the XIIIth National Assembly of the Socialist Republic of Vietnam at its 1st session. | |||||||
