DECISION No. 151/2000/QD-TTg of December 28, 2000 approving the action program for prostitution prevention and combat for the 2001-2005 period The 2001-2005 action program for prostitution prevention and combat, issued together with this Decision, comprises 3 parts: Part 1: The prostitution situation and results of prostitution prevention and combat. Part 2: The prostitution prevention and combat policies and measures for the 2001-2005 period. Part 3: Organization of implementation. The 2001-2005 action program prostitution prevention and combat aims to prevent, stop and step by step repel such evil. For localities where prostitution has not yet appeared, not to let it appear; for localities where prostitution is not serious, to actively fight and eliminate the vice; for localities where prostitution is serious, to resolutely fight and minimize it. Specific objectives: - 2001-2003: To stop the appearance of, gradually reduce the number of prostitutes; from now till 2003, to basically eliminate prostitution among juveniles . To basically reduce the number of business and service establishments breaching anti-prostitution regulations, first of all, those of State enterprises. To put an end to the situation where State officials and employees violate anti-prostitution regulations. - 2004-2005: To basically reduce prostitution in urban centers, tourist zones, key areas, organized prostitution dens and the rings trafficking women and children abroad for prostitution purpose. The program’s contents cover the following principal activities: 1. Disseminating and educating on prostitution prevention and combat. 2. Surveying, making statistics, forecasting and analyzing basic characteristics of the groups of subjects highly prone to prostitution, which shall serve as basis to work out preventive measures. 3. Building communes, wards, agencies and units free from social evils, in association with the campaign to build cultural families; building cultural life in communities. 4. Examining, inspecting, eliminating and strictly handling prostitution-related crimes. 5. Warding off the trafficking of women and children for prostitution purpose. 6. Training and creating jobs, eliminating hunger and alleviating poverty for groups of subjects highly prone to prostitution. 7. Providing education, medical treatment, job training, employment for prostitutes so as to help them integrate themselves into the community. 8. Raising the capability of staff in charge of prostitution prevention and combat in branches and localities. Investing in the rational upgrading of treatment establishments for prostitutes. 9. Enhancing international cooperation on prostitution prevention and combat, on prevention and combat against trafficking women and children for prostitution purpose. The program sets forth urgent solutions, including: - Information and propagation work. - Enhancing the State management. - Enhancing legal system on prostitution prevention and combat.- (Summary)
