DECISION No.632-TTg OF OCTOBER 3, 1995 OF THE PRIME MINISTER APPROVING THE "PLAN FOR INFORMATION NETWORK OF VIETNAM NEWS AGENCY FOR THE PERIOD TO THE YEAR 2000" THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; At the proposals of the General Director of Vietnam News Agency, embodied in Expose No.72/TTX of March 25, 1995, and Expose No.150/TTX of June 1st, 1995, and of the Chairman of the Evaluation Council of Investment Projects at State level embodied in Expose No.2380-UB/VPTD of July 22, 1995, DECIDES: Article 1.- To approve the "Plan for Information Network of Vietnam News Agency for the Period to the Year 2000" with the following main contents: 1. On objectives: a) To build a modern information network to serve the operation of Vietnam News Agency, ensure the performance of its functions in managing, operating, receiving, transmitting, distributing and thoroughly processing information, including photographs and electronic mail, and in communication tasks; at the same time, to manage data bases at the nodes of Vietnam News Agency so as eventually to be able to exchange information directly with other information networks at home and abroad. b) To provide information service for Party and State agencies, for radios, newspapers, organizations, businesses and individuals that have the need for information in various forms. 2. On scope: a) The information network of Vietnam News Agency is an integrated network, from receiving information to sorting, processing, editing and storing information, accessing and disseminating information in different forms, to different addresses, with modern information and telecommunication technologies operating 24 hours a day with the target of receiving and processing 10,000 pieces of news/day and disseminating 1,000 pieces of news/day by the year 2000. b) The network is composed of the Main Center and Local Centers, with databases and storage of news and photos, and branches of the Local Area Network (LAN) at different editorial departments and news-paper editorial boards, with transmission links to printing houses, transmitting stations and distribution desks. The centers are linked in a net of high-speed loop circuit which enables direct communication with bureaus at home and abroad, with mobile information stations, and with the information networks of foreign news agencies and international organizations. c) The network has its own specialized technological systems, including a Wide Area Network (WAN) and different systems: database; processing, storing and receiving and transmitting photographs; mobile information teams; newspapers; information publications; video-text information; video-press information. 3. Principles for implementation: a) The information network of Vietnam News Agency shall be modernized on the basis of modern information technology and telecommunication. The information equipment and technologies must be compatible with the development trend of the world: down in size and up in speed, capacity and processing efficiency. The network must be uniform, modern and flexible, must inherit past achievements and suit the conditions and circumstances of Vietnam. b) To build relations of information exchange between the network of Vietnam News Agency and other information networks (of radios, newspapers, socio-economic information centers) at home and in the world. To utilize infrastructure facilities of related branches (Post Office, Television, Radio) in service of the information network of Vietnam News Agency. c) To continue research to perfect the functions and tasks of the chains of the information network and technical system with a view to upgrading the operational efficiency of the entire network and producing solutions to ensuring the security level for the whole system as well as the users. In considering concrete projects, it is necessary to provide technological projects for selection. d) The target of the project must have been achieved by the year 2000. The phase-out and tempo of implementation shall be contingent on the requirements of the actual tasks and capital capability and shall be determined for each year of the plan. Article 2.- Vietnam News Agency has the responsibility: - On the basis of the overall plan, to design and submit for approval concrete projects for investment under the Regulation on Investment and Construction Management issued in conjunction with Decree 177-CP of October 20, 1994, of the Government. - To work closely with Ministries and branches to propose measures for attracting capital sources at home and abroad to serve the implementation of this Plan. Article 3.- This Decision takes effect from the date of signing. Article 4.- The General Director of Vietnam News Agency, the Minister-Chairman of the State Planning Committee, the concerned Ministers, Heads of the agencies at ministerial level, Heads of the agencies attached to the Government, and the Presidents of the provinces and cities directly under the Central Government, are responsible for the implementation of this Decision.
