INTER-MINISTERIAL CIRCULAR No.7-TTLB OF NOVEMBER 25, 1997 AMENDING THE GUIDANCE FOR THE AUTHORIZED RATIFICATION OF TECHNICAL DESIGNS AND TOTAL COST ESTIMATES PROVIDED FOR IN INTER-MINISTERIAL CIRCULAR No.04-TTLB GUIDING THE IMPLEMEN-TATION OF THE REGULATION ON INVESTMENT AND CONSTRUCTION MANAGEMENT ISSUED TOGETHER WITH DECREE No.42-CP

To comply with provisions of Decree No.42-CP of July 16, 1996 of the Government issuing the Regulation on the Investment and Construction Management and Decree No.92-CP of August 23, 1997 of the Government on the Amendments and Supplements to a Number of Articles of the Regulation on the Investment and Construction Management issued together with Decree No.42, the Ministry of Construction, the Ministry of Planning and Investment and the Ministry of Finance now jointly provide further guidance for the repeal of the following phrase: "The Presidents of the People's Committees of the provinces and cities direcly under the Central Government can authorize the directors of provincial/municipal departments for specialized construction management to ratify technical designs and total cost estimates of projects under the investment deciding competence of the provinces and cities" stipulated in Point d, Item 4, Section IV of Inter-ministerial Circular No.04/TTLB of July 16, 1996 guiding the implementation of the Regulation on the Investment and Construction Management issued together with Decree No.42-CP of the Government.
