DECIDES:

Article 1.- To approve the Project on Junior Secondary School Teachers Training with the following principal contents:

1. The project’s name: Project on Junior Secondary School Teachers Training.

2. Agency managing the project execution: The Ministry of Education and Training.

- To raise capacity, quality and efficiency of the junior secondary school teachers training system;

- To partly overcome the situation of uneven development between regions in terms of quantity and quality in training junior secondary school teachers;

- To raise the organizational and managerial capability of agencies at various levels involving in the work of training junior secondary school teachers.

4. The project’s contents:

a) To raise training quality and efficiency of teachers’ colleges which train junior secondary school teachers throughout the country, including: the revision of their programs for training junior secondary school teachers, the recompilation of teaching materials used in the teachers’ colleges, providing teaching staffs and documents for teachers’ colleges; working out the national mechanism for evaluation of the training quality of teachers’ colleges, fostering the contigents of administrators and lecturers of teachers’ colleges, who can meet the requirements of the new training program set for the new junior secondary education program.

b) To invest in the training of junior secondary school teachers in 10 provinces: Ha Giang, Lao Cai, Lai Chau, Thanh Hoa, Quang Nam, Quang Ngai, Binh Dinh, Binh Phuoc, Tra Vinh and Soc Trang. In the course of implementing the project, adjustment and/or addition of participating provinces may be made.

c) To raise organizational and managerial capability of the agencies participating in junior secondary teachers training activities through advanced training, re-training, study, tours and surveys.

5. Total investment capital: 35.4 million USD, equivalent to 493.8 billion VND.

- Foreign loans and non-refundable aid, equivalent to 25.4 million USD at the present time, including:

+ Loans from the Asian Development Bank: 25 million USD

+ Non-refundable aid of New Zealand government: 0.4 million USD

- Domestic reciprocal capital: 10 million USD, equivalent to 139.5 billion VND, in which the State budget capital actually spent for the project’s activities amounts to 95.9 billion VND, including 78.4 billion VND apportioned by the central budget under annual plans. The localities participating in the project contribute 17.5 billion VND. The rest shall be the capital registered to ensure the reciprocal capital contribution.

7. Implementation duration: 6 years, from 2000 to 2005.

8. Investment form: Bidding according to current regulations.

Article 2.- The Minister of Education and Training shall bear full responsibilities before the Prime Minister for the thrifty and efficient use of the project’s investment capital, along the direction of concentrating the project’s main source on teachers’ training activities; direct the making of necessary adjustments in the course of project execution, based on the close coordination with the on-going Junior Secondary Education Development Project; decide concrete investment contents for component projects, including the adjustment of the participating localities; and fulfill all legal procedures for the teachers’ colleges selected for investment under the project on the basis of branch development planning network.

In the course of implementation, attention should be paid fully to the comments of the Ministry of Planning and Investment and other concerned ministries and branches.

Article 3.- The Ministers of Education and Training; Planning and Investment; Finance as well as Construction, the Vietnam State Bank Governor, the presidents of the People’s Committees of the provinces selected for participation in the project, the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government shall have to implement this Decision.

Article 4.- This Decision takes effect after its signing.
