To strictly prohibit organizations and individuals from using money and property of the State or collectives, as well as money and property originating from State budget, official fund and/or donation sources to make rewards, gifts and presents to organizations and individuals against the State’s regulations in any form and any circumstance, especially on the occasion of festivals, New Year, founding anniversaries, final reviews, reception of State titles, etc.

To strictly prohibit individuals and organizations from suggesting rewards, gifts, and presents in any form against the regulations.

To strictly prohibit organizations and individuals other than eligible subjects from receiving rewards, gifts and presents in contravention of regulations and/or permitted levels from organizations and individuals in any form.

The Directive also defines the responsibilities of organizations, individuals, the heads of agencies and units, as well as the ministries and branches for the implementation thereof.-
