Directive No.422-TTg of June 21, 1996 of the Prime Minister concerning the development of the material and technical foundations to meet the activities and combat requirements of the public security forces in highland areas and islands The Prime Minister instructs the Ministry of the Interior to promptly finalize the plan for the development of material and technical foundations for the public security forces in highland areas and islands from now to the year 2000 and then submit it to the Prime Minister for approval; In particular, in 1996 and 1997, efforts should be concentrated on building headquarters of the district public security forces in key areas which still meet with many difficulties or there are only temporary headquarters. The Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Construction, the Ministry of Agriculture and Rural Development, the Ministry of Labor, War Invalids and Social Affairs, the Commission for Ethnic Affairs and Mountainous Areas, the General Department of Post, the People’s Committees of highland provinces and provinces having islands shall, according to their respective functions, coordinate with and create favorable conditions for the Ministry of the Interior to carry out the above said plan. The Ministry of the Interior shall coordinate with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, the Ministry of Finance, the Commission for Ethnic Affairs and Mountainous Areas and the People’s Committees of highland provinces in studying and proposing policies toward public security officers and men working in the highland areas and islands, policies toward officers and men of ethnic minorities working in the highland areas and policies to encourage public security officers and men from the lowland areas to work in the highland areas and islands.- (Summary)
