DECISION No. 30/2004/QD-BNN of July 30, 2004 defining the functions, tasks, powers and organizational apparatus of the Northern Plant Protection Center The Northern Plant Protection Center is a plant protection non-business unit under the Plant Protection Department, having the legal person status, its own seal, operation funding and bank accounts. The Center is headquartered in Trung Trac commune, My Van district, Hung Yen province, and operates in the provinces from Ninh Binh northward.
