DECREE No.8-CP ON THE 21ST OF JANUARY, 1995 OF THE GOVERNMENT ESTABLISHING BUON MA THUOT CITY AND ADJUSTING THE BORDER BETWEEN IT AND THE DISTRICTS OF CU JUT, EA SUP AND KRONG PAC OF DARLAC PROVINCE THE GOVERNMENT Pursuant to the Law on Organization of the Government on the 30th of September, 1992; At the proposals of the President of the People's Committee of Darlac province and the Minister-Chairman of the Government Commission for Organization and Personnel, DECREES: Article 1.- To establish Buon Ma Thuot City, form new wards, and adjust the administrative border between Buon Ma thuot City and the districts of Cu Jut, Ea Sup and Krong Pac of Darlac province as follows: I. To establish Boan Ma Thuot city on the basis of Buon Ma Thuot town. II. To form new wards and incorporate a number of communes of Buon Ma Thuot City into the districts of Cu Jut, Ea Sup and Krong Pac: 1. To establish Ea Tam ward on the basis of the existing Ea Tam commune. - The Ea Tam ward has a natural area of 1,199 hectares and a population of 11,654 people. The Ea Tam ward borders: the Tu An ward and the Ea Kao commune on the east; the Khanh Xuan ward on the west; the Khanh Xuan ward and the Ea Kao commune on the south; and the Tan Thanh and Tu An wards on the north. 2. To establish Khanh Xuan ward as part of Buon Ma Thuot City on the basis of a natural area of 628 hectares and a population of 10, 105 people of the Hoa Khanh commune, and a natural area of 1,500 hectares and a population of 8,777 people of the Hoa Xuan commune. - The Khanh Xuan ward has a natural area of 2,128 hectares and a population of 18,882 people. The Khanh Xuan ward borders: the Ea Kao commune and the Ea Tam ward on the east; the Hoa Xuan and Hoa Khanh communes on the west; the Hoa Khanh commune on the south; and the Thong Nhat and Tan Thanh wards and the Ea Nuol commune on the north. - Tho Hoa Khanh commune retains a natural area of 3,682 hectares and a population of 10,071 people. The Hoa Khanh commune borders: the Ea Kao commune on the east; the Hoa Phu commune on the west; the Krong Ana district on the south; and the Hoa Xuan commune and Khanh Xuan ward on the north. - Tho Hoa Xuan commune retains a natural area of 2,495 hectares and a population of 4,078 people. The Hoa Xuan commune borders: the Khanh Xuan ward on the east; the Hoa Phu commune on the west; the Hoa Phu and Hoa Khanh communes on the south; and the Ea Nuol commune on the north. 3. To incorporate the three communes of Cuor Knia, Ea Nuol and Ea Bar of Buon Ma Thuot City, with a total natural area of 17,928 hectares and a total population of 28,736 people into the district of Ea Sup (except for 400 hectares in natural land and a population of 2,044 people incorporated into the Thong Nhat ward). - The district of Ea Sup after border adjustment has a natural area of 333,528 hectares; a population of 50,236 people; and 10 administrative units, namely the communes of Ea Sup, Ea Bung, Ea Le, Ea Rok, Ea Huar, Ea Wer, Krong Na, Cuor Knia, Ea Nuol and Ea Bar. The Ea Sup district borders: the Ea Hleo and Cu Mgar districts on the east; the Vietnamese-Cambodian border on the west; Buon Ma Thuot City and Cu Jut district on the south; and Gia Lai province on the north. - The Ea Nuol commune (of Ea Sup district) retains a natural area of 7,400 hectares and a population of 5,416 people. The Ea Nuol commune borders: the Ea Ba and Cu Ebur communes on the east; the district of Cu Jut on the west; the Hoa Xuan commune on the south; and the Cuor Knia commune on the north. 4. To incorporate the communes of Hoa Phu, Hoa Xuan and Hoa Khanh of Buon Ma Thuot City, with a total natural area of 10,932 hectares and a population of 24,271 people into the district of Cu Jut; - The district of Cu Jut after border adjustment has a natuarl area of 82,432 hectares and a population of 62,433 people. It includes the communes of Ea Po, Truc Son, Tam Thanh, Dak Drong, Nam Dong, Hoa Phu, Hoa Khanh, Hoa Xuan, and the Ea Tling township. The Cu Jut district borders: Buon Ma Thuot City on the east; the Dak Mil district and the Cambodian border on the west; the districts of Krong No Dak Mil and Krong Ana on the south; and the district of Ea Sup on the north. 5. To incorporate the Hoa Dong commune of Buon Ma Thuot City, with a natural area of 3,739 hectares and a population of 7,971 people into the district of Krong Prac (except for 125 hectares in natural area and a population of 4,481 people incorporate into the Tan Lap ward). - The district of Krong Pac after border adjustment has a natural area of 62,239 hectares and a population of 144,329 people. It has 14 administrative units, namely the communes of Ea Uy, Ea Yieng, Ea Knuec, Ea Yong, Hoa An, Hoa Tien, Krong Buk, Ea Kuang, Ea Phe, Ea Hiu, Ea Kenh, Tan Tien, Hoa Dong, and the township of Krong Pac. The district of Krong Pac borders: the Ea Kar district on the east; Buon Ma Thuot City and the Krong Ana district on the west; the Krong Bong and Krong Ana districts on the south; and the Krong Buk district on the north. - The Tan Lap ward (or Buon Ma Thuot city) has a natural area of 3,500 hectares and a population of 36,906 people. The Tan Lap ward borders: The communes of Ea Tu, Hoa Dong and Hoa Thang on the east; the Cu Ebur commune and the Thang Loi ward on the west; the Tu An ward and Hoa Thang commune on the south; and the Cu Mgar district on the north. 6. Buon Ma Thuot City after border adjustment has a natural area of 26,985.7 hectares and a population of 219,333 people. Its administrative units include the wards of Thang Loi, Thong Nhat, Tan Lap, Tan Thanh, Thanh Cong, Tan Tien, Tu An, Ea Tam and Khanh Xuan, and the communes of Cu Ebur, Hoa Thuan, Ea Tu, Hoa Thang and Ea Kao. Buon Ma Thuot City borders: the Krong Pac district on the east; the Cu Jut district on the west; the Krong Ana and Cu Jut districts on the south; and the Cu Mgar and Ea Sup districts on the north. Article 2.- The President of the People's Committee of Darlac province and the Minister-Chairman of the Government Commission for Organization and Personnel are responsible for implementing this Decree.
