CIRCULAR No. 05/2001/TT-BTM OF FEBRUARY 23, 2001 GUIDING THE BAN ON IMPORTATION OF VEHICLES AND MEANS USING LEAD PETROL ACCORDING TO THE PRIME MINISTER’S DIRECTIVE No. 24/2000/CT-TTg OF NOVEMBER 23, 2000 ON THE USE OF NON-LEAD PETROL IN VIETNAM In furtherance of the Prime Minister’s Directive No. 24/2000/CT-TTg of November 23, 2000 on the use of non-lead petrol in Vietnam; In furtherance of the Prime Minister’s directing opinions at Document No. 223/VPCP-KG of January 15, 2001 of the Government Office; After consulting with the concerned ministries and branches; The Ministry of Trade hereby guides the ban on importation of vehicles and means using lead petrol as follows: I. GENERAL PROVISIONS 1. As from the effective date of this Circular, enterprises, organizations and individuals must not sign contracts for the import of vehicles and means with engines operated by lead petrol only (except for vehicles and means imported under plans of the Ministry of Defense and the Ministry of Public Security). 2. Contracts for the import of vehicles and/or means, signed after the effective date of this Circular must clearly inscribe that such vehicles and/or means can use non-lead petrol, and at the same time stipulate that the sellers shall have to supply catalogs or technical dossiers or manufacturers’ documents certifying that such vehicles and/or means can use non-lead petrol. 3. The certification mentioned in Clause I.2 above shall be used to prove to the bodies undertaking the registration of vehicles and/or means that such vehicles and/or means can use non-lead petrol. 4. Contracts signed before the effective date of this Circular, which do not contain the terms as prescribed in Clause I.2, should be amended or supplemented in order to be compatible for the implementation of the provision in Clause I.3.
