JOINT CIRCULAR No.54/1998/TTLT/BGDDT-BTC of August 31, 1998 guiding the collection, payment and management of school fees in the public schools of the national education system School fees in the public schools of the national education system are amounts contributed by pupils and students or their families in order to ensure, together with the State, the educational and training activities. School fee payers shall be pupils and students studying at the public schools of the national education system, except for those eligible for exemption or reduction. The school fee levels shall comply with the school fee bracket set by the Government and publicly announced by the competent agency at the beginning of each school year. In addition to school fees, the schools and the education and training establishments shall be entitled to collect enrollment fee(s) under the current regulations; the pre-school education and general education establishments shall be entitled to collect money as contributions to the school construction according to Decision No.248-TTg of November 22, 1973 of the Prime Minister; the collection levels shall be set by the People's Councils and People's Committees of the provinces and centrally-run cities. Apart from these collections, the education and training establishments must not collect any other compulsory education and training charges. This Circular guides in details the regulations on school fee bracket; school fee levels; subjects eligible for school fee exemption or reduction; the procedures for school fee exemption or reduction; the collection, use and management of school fee funds.- (Summary)
