CIRCULAR No.40-TC/HCSN of June 27, 1997 guiding the financial management of the employment promotion centers in accordance with Decree No.72-CP of October 31, 1995 of the Government detailing and guiding the implementation of a number of Articles of the Labor Code regarding employment. Subject to the regulation of this Circular are employment promotion centers set up under the provisions of Article 11 and Article 15, Decree No.72-CP of October 31, 1995 of the Government and Circular No.08-LDTBXH/TT of March 10, 1997 of the Ministry of Labor, War Invalids and Social Affairs. The employment promotion centers shall exercise financial and property management in accordance with the regulations applied to non-business units with revenues. The Circular provides guidances for the provisions on financial sources and expenditures of the centers, the distribution of revenue-expenditure differences, and the financial management responsibility.- (Summary)
