In furtherance of the Prime Minister’s opinions permitting the use of underemployed rural labor for annual dyke repair work by the provincial/municipal People’s Committees, the Ministry of Agriculture and Rural Development provides guidance on the formulation of unit price and the estimation regime for dyke repair work performed by underemployed rural laborers as follows:

During the process of dyke construction and repair, for project items that, due to ground and technical conditions, are impossible to be done by machinery, underemployed rural laborers may be mobilized therefor.

This Circular shall uniformly apply to the construction and repair of dykes, embankments and sluices in the agriculture and rural development branch.- (Summary)
