CIRCULAR No.35-TC/NSNN of June 21, 1997 guiding the issuance, management and use of receipts of contributed money to support the establishment of State funds for infrastructure development investment and consolidation of defense security and social activities.

The Ministry of Finance authorizes the Financial and Pricing Services of the provinces and cities directly under the Central Government to organize the printing, issuance and management of receipts of money contributed by people, economic organizations and socio-political organizations inside and outside the country to support the establishment of funds for infrastructure development investment and consolidation of defense security and social activities.

The receipts of money shall be supplied only to branches and units assigned by the competent agencies the task of collecting contributed money. Units using receipts of money shall be subject to the inspection, management and guidances by the financial agency of the same level and shall have to report on the account settlement regarding the use of receipts and collected money to the financial agency that has supplied them with the receipts.

The Circular also provides guidances on specific provisions regarding the printing and issuance of receipts of money; the supply of receipts; and the use and account settlement thereof.
