This Joint Circular takes effect 15 days after its publication in “CONG BAO” and replaces Joint Circular No. 4086/2001/TTLT-BQP-BGDDT-BLDTBXH-BTC of December 24, 2001, of the Ministry of Defense, the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Finance.- (Summary)
