Circular No.173-UB/TH of March 28, 1997 guiding the implementation of Decision No.35-TTg of January 13, 1997 of the Prime Minister on the ratification of program for establishing centers of mountainous and highland commune clusters.

Such centers shall act as cores in accelerating the socio-economic development and the change of economic structures in ethnic minority areas, facilitating the implementation of the Party’s policy on industrialization and modernization, consolidating and raising the ethnic minority people’s confidence in the guidelines and policies of the Party and State, and strengthening the unity among fraternal ethnic groups.

This Circular provides guidance on the objectives, scope and scale of the program; the plans for establishing centers of commune clusters; organization of the program management and direction.- (Summary)
