JOINT-CIRCULAR No. 03/2001/TTLT/BLDTBXH-BTC-UBDTMN of January 18, 2001 guiding the implementation of location allowance regime Location allowance for persons who live and work in areas with bad weather conditions, remote and isolated areas with bad infrastructure and with difficult travel and living conditions aims to contribute to the stabilization and attraction of laborers. Objects of application: - Officials holding elective posts in State or Party agencies or mass organizations; - Administrative and public-service employees, including contractual laborers on payroll (if any); - Officials, public servants and employees working in Party agencies or mass organizations; - Laborers working in enterprises; - Officers and persons enjoying salary and allowance (stipends) in the armed forces; - Persons, who retired or left their jobs due to the loss of their working capacity, labor accidents or occupational diseases, and enjoy monthly allowances instead of salary; - War invalids and diseased soldiers enjoying monthly allowance other than those enjoying salary or social insurance regime. Location allowance shall be determined, calculated and paid according to the working location to incumbent persons; determined, calculated and paid according to the places where permanent residence is registered and pension or allowances instead of salary are received for pensioners and allowance enjoyers as prescribed. Location allowance shall be paid together with monthly salary and allowances. For subjects enjoying State budget salary and allowances as prescribed, location allowance shall be paid by State budget according to current budget assignment. For enterprises, location allowance shall be calculated into wage unit price and accounted into production or circulation cost.- (Summary)
