On January 23, 2003, the Ministry of Health, the Ministry of Culture and Information and the Standing Board of Vietnam Fatherland Front Central Committee signed the program on coordination of activities to step up the people's health care and protection in the movement "The entire population unite to build up a cultured life".

In such program, the Ministry of Health must implement the following contents:

- To step up activities to inform and propagate the purposes, significance and practical social benefits of the people's health care and protection in the movement "The entire population unite to build up a cultured life" in order to mobilize people of all strata to participate together in the activities.

- To coordinate with the culture and information service and the Fatherland Front Committees in directing the implementation of health criteria of a cultured family, a cultured village, a cultured street quarter and an advanced population quarter.

- To launch the movement "The entire population lead a lifestyle of disease-prevention hygiene and health preservation in population communities" and coordinate with the culture and information service and the Fatherland Front Committees in building the models of cultured families, cultured villages, cultured street quarters and advanced population quarters which meet the criteria on the people's health care and protection.

- To mobilize people to actively participate in epidemics and HIV/AIDS prevention and combat, environmental healthcare as well as foodstuff hygiene and safety, coordinate in stepping up activities in order to implement national healthcare programs throughout the country.

- To organize healthcare quizzes and coordinate with the culture and information service and the Fatherland Front Committees in organizing mass cultural and art activities with the theme on people's health care and protection.

- To coordinate with the culture and information service and the Fatherland Front Committees in devising plans and guiding, urging and inspecting the integration and implementation of the health criteria in the course of building up cultured families, cultured villages, cultured street quarters and advanced population quarters.- (Summary)
