This Circular shall apply to agencies, organizations and units that use funding supplied by the State budget as support for the elaboration of legal documents of the National Assembly, the National Assembly Standing Committee, the Government and the Prime Minister, including:

- Bills and draft ordinances according to the National Assembly’s law-and ordinance-making program;

- Draft legal resolutions of the National Assembly and the National Assembly Standing Committee;

- The Government’s draft resolutions and decrees according to the Government’s legislative program;

- The Prime Minister’s draft legal decisions and directives.

Agencies, units and organizations which are assigned the task of elaborating legal documents may use funding from their regular annual budget estimates to cover the expenses for the elaboration of such legal documents.

Other funding sources such as aids and donation of domestic and/or foreign organizations and individuals for the elaboration of legal documents shall be apportioned in funding for elaboration of drafts. The use and management of such funding sources shall comply with the use and management of State budget funding for the elaboration of legal documents.- (Summary)
