CIRCULAR No.33/1999/TT-BTC of March 29, 1999 guiding the management and allocation of non-business funds for the national program for hunger elimination and poverty alleviation

Annually, the Central budget shall allocate a fund necessary for achieving the hunger elimination and poverty alleviation target. Funds from the non-business source for hunger elimination and poverty alleviation projects shall be allocated directly by the Ministry of Finance to the ministries, branches and agencies taking part in the program, and by the Finance and Pricing Services of the provinces and centrally-run cities under the Ministry of Finance’s authorization for performing the hunger elimination and poverty alleviation task in such localities.- (Summary)
