This Joint Circular takes effect 15 days after its publication in “CONG BAO” and replaces Joint Circular No. 09/NV-QP-TC of December 31, 1994, of the Ministry of Home Affairs, the Ministry of Defense and the Ministry of Finance.- (Summary)
