DECREE No. 47-CP ON THE 6th OF JUNE, 1994 OF THE GOVERNMENT ON ADJUSTMENT TO A NUMBER OF ARTICLES OF THE REGULATIONS ON HEALTH INSURANCE PROMULGATED BY VIRTUE OF DECREE No. 299-HDBT ON THE 15th OF AUGUST, 1992 OF THE COUNCIL OF MINISTERS THE GOVERNMENT Pursuant to the Law on Organization of the Government on the 30th of September, 1992; Pursuant to Decree No. 299-HDBT on the 15th of August, 1992 of the Council of Ministers on the Regulations on Health Insurance; At the proposal of the Minister of Public Health; DECREES: Article 1.- The following amendments are made to a number of articles of the Regulations on Health Insurance promulgated by virtue of Decree No 299-HDBT on the 15th of August, 1992 of the Council of Ministers: 1. Article 7 of the Regulations on Health Insurance: The level of premiums paid to the health insurance fund by those stated in Provision 1, Article 2, shall be equal to three percent (3%) of the salaries according to their ranks, positions and function allowance (if any) as prescribed by the State. To that amount, the employing agencies shall contribute two percent (2%) and the individual shall contribute one percent (1%). The heads of the agencies and units are responsible for collecting and paying to the health insurance agencies at least once every three months on a regular basis. 2. Article 8 of the Regulations on Health Insurance: For the businesses stated in Provisions 2, 3, and 4 of Article 2, the level of premiums paid to the health insurance fund shall be equal to three percent (3%) of the salary of the rank or position stated in the labor contract. To that amount, the employers shall contribute two percent (2%) and the laborers shall contribute one percent (1%). The directors of these businesses are responsible for collecting and paying to the health insurance agencies at least once every three months on a regular basis. 3. Article 10 of the Regulations on Health Insurance: "With regard to government employees, government officials, members of the armed forces and members of the People's Security who have retired or have lost their ability to work, the level of premiums paid to the health insurance fund shall be equal to three percent (3%) of the retirement benefits or disability benefits. The Labor, War Invalids and Social Affairs agencies or health insurance agencies are responsible for paying at least once every three months on a regular basis. Article 2.- This Decree shall be implemented as of the 1st of January, 1994. Articles 7, 8 and 10 of the Regulations on Health Insurance, promulgated by virtue of Decree No.299-HDBT of the Council of Ministers on the 15th of August, 1992, are hereby annulled.Article 3.- The Minister of Public Health, the Minister of Finance and the Minister of Labor, War Invalids and Social Affairs are responsible for guiding the implementation of this Decree. Article 4.- The ministers, the heads of ministerial-level agencies, the heads of organs attached to the Government, the Chairmen of People's Committees of provinces and of cities directly under the Central Government are responsible for implementing this Decree.
