Directive No.117-TTg of February 27, 1996 of the Prime Minister on caring for the aged and supporting the operation of the Vietnam Association of the Aged The People’s Committees at various levels shall direct their specialized agencies and units to pay regular attention to the work of caring for the aged. This work must be incorporated in the local short-term and long-term socio-economic development plans, in the norms for building cultured families and a new life in residential areas. The People’s Committees shall direct the cultural and information as well as educational and training services to promote the education on the duty to care for, support and respect the aged, among the population, especially the young generation. The administration at all levels, the State management agencies, when elaborating social and economic development plans as well as national programs, should pay attention to fostering and developing the means of living of the aged; earmark a reasonable portion of their annual budgets for settling the social issues, fostering and bringing into play the role of the aged as well as supporting the Association of the Aged. The Vietnam Association of the Aged has the legal person status and operates under its statute in accordance with the Constitution and law, under the leadership of the Party and with the Government’s support in its operational fund and facilities. The ministries, branches and administration of all levels shall create favorable conditions for and coordinate activities with, the Association so that the latter can quickly stabilize its organization and effectively expand its operation at the grassroots level.- (Summary)
