DIRECTIVE No. 28/1998/CT-TTg of August 19, 1998 on enhancing and modernizing the statistical work

The General Department of Statistics shall have to expeditiously carry out the following tasks:

- To review, evaluate and draw experience from ten years of implementation of the Ordinance on Accounting and Statistics, then report to the Prime Minister thereon in the fourth quarter of 1998; thereby to draft the Law on Statistics and submit it to the Government by the end of 1999;

- To revise and evaluate the current system of socio-economic norms; to classify and add new norms thereto while ensuring its consistency; to draw up plans for gathering and supply of periodical data regarding each type of norms;

- To strive to build by the year 2000 Vietnam's system of socio-economic norms in conformity with the international standards and practices;

- To assume the prime responsibility and coordinate with the ministries and branches in assigning specific responsibilities for gathering and supplying data among the General Department of Statistics and the ministries and branches, thus ensuring the uniformity and authenticity of the State statistics.

- To develop the information technology and build the data-bases and statistical information networks throughout the country;

- To formulate the project titled: "Program for Development of Statistical Work in the 2001-2020 Period" and submit it to the Government by the year 2000.

The ministries and branches shall evaluate the actual situation, strong points as well as shortcomings and weaknesses of the statistical organizations, so as to find out solutions thereto and step by step raise the quality of and modernize the statistical work.- (Summary)
