Directive No.23/1998/CT-TTg of May 20, 1998 on enhancing coordination with the Vietnam Fatherland Front to speed up the campaign "entire people unite to build up a new life in population quarters"

- The ministries, the ministerial-level agencies, the agencies attached to the Government shall, on the basis of their functions, tasks and working programs, take initiative in working with the Standing Board of the Vietnam Fatherland Front's Central Committee to work out a coordination plan, concretize new lines and policies of the Party and the State and include them in the contents of the campaign.

- The People's Committees of the provinces and cities directly under the Central Government shall promptly work out and implement the Regulation on coordination with the Vietnam Fatherland Front's Committees; consider the campaign "entire people unite to build up a new life in population quarters" the main contents of the program on coordination between the local administrations and the Vietnam Fatherland Front's Committees at different levels in the coming years.

- The ministers, the heads of the ministerial-level agencies and agencies attached to the Government and the presidents of the People's Committees of the provinces and cities directly under the Central Government shall direct managers of national programs and projects to coordinate with the Vietnam Fatherland Front's Committees in organizing the implementation of projects in different population areas so that the work of direction and mobilization of people is conducted uniformly and synchronously.

- The Government Commission for Organiza-tion and Personnel shall assume the prime responsibility and coordinate with the relevant agencies in studying and guiding the relations between administrative management and self-management by people, between the law and the village conventions and rules, and the regulation on democracy in population areas...

The Ministry of Finance shall assume the prime responsibility and coordinate with the Standing Board of the Vietnam Fatherland Front's Central Committee in working out a project on financial support for the campaign.

The State Institute on Emulation and Commendation shall coordinate with the Standing Board of the Vietnam Fatherland Front's Central Committee in studying forms of launching patriotic emulation movements.

- The mass media agencies shall coordinate with the Standing Board of the Vietnam Fatherland Front's Central Committee in promoting the propaganda on the campaign.- (Summary)
