DECISION No. 516-TTg ISSUED ON THE 19th OF SEPTEMBER, 1994, BY THE PRIME MINISTER ON ESTABLISHING THE STEERING COMMITTEE FOR RURAL CLEAN WATER AND ENVIRONMENTAL SANITATION PROGRAM THE PRIME MINISTER Pursuant to the Law on Organization of the Government on the 30th of September, 1992; In consideration of the proposals by the Minister of Construction and the Minister-Chairman of the Government Commission on Organization and Personnel; After consulting and comparing notes with the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, DECIDES: Article 1.- To establish the Steering Committee of the Rural Clean water and Environmental Sanitation Program.This Steering Committee is placed under the direct leadership of the Prime Minister and shall be composed of the following members: - Chairman: Minister of Construction Ngo Xuan Loc. - Permanent Vice-Chairman: Professor Pham Song. - Vice-Chairman: First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Ho Duc Viet. - The membership of the Committee includes authorized representatives, each directly in charge of the issue of rural clean water and environmental sanitation at the following institutions: + The Ministry of Science, Technology and Environment, + The Ministry of Health, + The Ministry of Labor, War Invalids and Social Welfare, + The Ministry of Water Resources, + The Ministry of Agriculture and Food Industry, + The National Center for Natural Sciences and Technology, + The General Department of Meteorology and Hydrology. Article 2.- The Steering Committee of the Rural Clean Water and Environmental Sanitation Program shall assist the Government in organizing and coordinating the activities of the ministries, industries and mass and social organizations to implement the strategies, schemes, plans, programs and projects on clean water and environmental sanitation for rural areas throughout the country. The Committee has the tasks of assisting the Government in the following matters: 1/ To make suggestions to institutions on their designing of programs, projects and plans on rural clean water and environmental sanitation for approval by the Government; to provide consultancy for the Government in its consideration of these programs, projects and plans. 2/ To prompt and control the ministries, industries, organizations and provinces and cities directly under the Central Government in their implementation of the approved programs, projects and plans for rural clean water and environmental sanitation. To make recommendations to the Prime Minister on solving matters which arise in the implementation of the programs and projects and each region and in the whole country. 3/ To coordinate actions of ministries, industries and localities to solve arising problems so as to ensure the fulfillment of the targets of the programs. Article 3.- The ministries, the agencies at ministerial level and the agencies attached to the Central Government (inside or outside the Steering Committee) are required to assign one of their leaders to assume direct leadership over the activities related to the issue of rural clean water and environmental sanitation at their own offices. Article 4.- The Permanent Representative of the Steering Committee for the Clean water and Environmental Sanitation Program is the Ministry of Construction. His office is situated at the Headquarters of the Ministry of Construction. His staff includes a number of experts-in-attendance. If is allowed to have its own seal which shall be designed in accordance with the provision on seals. The operating budget of the Steering Committee shall be taken from the State Budget and channeled via the accounts of the Ministry of Construction. Article 5.- The provinces and cities directly under the Central Government and urban and rural districts, shall have no Steering Committees of their own. The Presidents of the People's Committees at these places shall take personal responsibility in directing their specialized agencies to implement the Rural Clean Water and Environmental Sanitation Program at their localities in close coordination with the local organizations of the Ho Chi Mini Communist Youth Union; in directing the realization of the measures for clean water and environmental sanitation taken by their localities, and coordinating them with the national strategies and plans under the guidance of the Steering Committee of the Rural Clean Water and Environmental Sanitation Program; and, at the same time, in cooperating with and inspecting the implementation of programs of ministries and industries in the localities. Article 6.- The National Committee for the Decade of Clean Water Environmental Clean-Up which was established by Communiqué No. 3942/V10 issued on the 5th of October, 1982 by the Council of Ministers shall now cease to function and shall turn over its work to the Steering Committee of the Rural Clean Water and Environmental Sanitation Program. Article 7.- The Cabinet Ministers, the Heads of the agencies at ministerial level and the agencies attached to the Government, the Presidents of the People's Committees at provinces and cities directly under the Central Government and the members of the Steering Committee of the Rural Clean Water and Environmental Sanitation Program are responsible for the implementation of this Decision.
