RESOLUTION No. 9/1998/NQ-CP of July 31, 1998 on enhancing the work of crime prevention and combat in the new situation

In order to make a vigorous progress in the effective combat against various kinds of crimes, bring into full play the composite strength of the entire political system and raise the responsibilities of all branches and levels in crime prevention and combat, the Government has decided to apply the following policies and measures to direct the work of crime prevention and combat activities in the new situation:

- To build and apply a mechanism capable of bringing into full play the composite strength of the entire political system; to push up the revolutionary movement of the entire people, raise the responsibilities and enhance the initiative role of the branches, mass organizations, social organizations and people of all strata in participating in crime and social-evil prevention, detection and combat. To focus on the prevention and combat against corruption, smuggling, organized crimes, professional and furious ruffians, drug traffickers and traders who induce youngsters and pupils to use and consequently fall addicted to narcotics, child abuse, and trafficking women and children;

- To renovate and strictly observe the mechanism of coordination among law enforcement agencies;

- To build, supplement and improve the legal system and organize the dissemination and education of law observance among people, in order to promptly and effectively serve the work of crime prevention and combat in the immediate and long future;

- To promote the international cooperation in crime prevention and combat on the principle of ensuring its conformity with Vietnam's current laws and international laws, as well as the anti-crime programs of the United Nations and the International Police;

- The ministries, branches, the People's Committees of the localities shall have to make preliminary reviews and devise plans to continue directing the implementation of legal documents on crime prevention and combat;

- To make the task of crime prevention and combat a national program with specific objectives and plans;

- To continue mobilizing the entire people to participate in the mass movement for preventing, detecting, denouncing and combating crimes and social evils;

- To apply synchronous measures to promptly and resolutely prevent, check and suppress serious crimes; and continue improving the detention of convicts; raise the efficiency of the education and reformation of convicts.- (Summary)
