THE PRIME MINISTER DIRECTIVE No. 12/2000/CT-TTg of June 21, 2000 on fulfilling the work of commendation of people with meritorious services to the revolution in three periods: before the August 1945 revolution, during the anti-French war and during the anti-US war In furtherance of Directive No. 35-CT/TW of June 3, 1998 of the Polibureau on fulfilling in 2000 the work of commendation of people with meritorious services to the revolution in three periods, the Prime Minister instructs the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the heads of executive committees of mass organizations, the presidents of the provinces and centrally-run cities to do the following: 1. To revise for the last time the commendation dossiers which fall within their units’ responsibilities, then submit them to the Prime Minister (through the State Institute for Emulation and Commendation) before September 30, 2000. 2. To classify and elaborate a list of commendation dossiers for long-term preservation at the provincial- and district-levels in service of the settlement of complaints and denunciations (if any), as well as the implementation of the preferential treatment policies as provided for in the Government’s Decree No. 28/ND-CP of April 29, 1995. 3. To review the implementation of the commendation for three periods at all levels and throughout the country. The State Institute for Emulation and Commendation shall provide guidance on contents of the commendation reviewing reports of each level and throughout the country. 4. The State Institute for Emulation and Commendation shall assess the last batch of commendation dossiers for three periods and submit them to the Prime Minister before November 30, 2000.- (Summary)
