Article 1.- To invest in building the Hanoi National University in phases that suit the capability of budget allocations in order to expeditiously make the Hanoi National University a model university in the tertiary education system.

Article 2.- As for the pre-feasibility project for the Hanoi National University in Thach That district, Ha Tay province, the Prime Minister assigns the Hanoi National University and the Ministry of Education and Training to cooperate closely with the Ministry of Construction, the State Planning Committee, the Ministry of Finance, the branches and localities concerned to urgently prepare a pre-feasibility project and present it to the Prime Minister in July 1995, so that the Government may consider it and decide to invest in building the university in a new location (Thach That, Ha Tay) in the shortest possible time. The branches and localities concerned shall have to work with the Hanoi National University and the Ministry of Education and Training to carry out this task; if there is any difficulty which the Ministries and localities concerned cannot settle, the Hanoi National University and the Ministry of Education and Training shall report it to the Prime Minister for consideration and settlement.

Article 3.- Pending the construction of the new Hanoi National University, the Prime Minister decides to make the following investment, Phase One, in the Hanoi National University in Hanoi City:

1. Name of the project: Investment, Phase One, in the Hanoi National University.

2. Owner of the project: The Hanoi National University.

3. Form of investment: Upgrading, renovating, and building new constructions.

4. Form of organization and management for implementation of the project: The project manager executes the project.

5. Construction site and land for use:

- Cau Giay area in Tu Liem district, and Thuong Dinh area in Dong Da district, Hanoi City.

- The land for use includes the premises of the Hanoi Teachers' College No.1, the Hanoi Foreign Language Teachers' College, and the Hanoi University.

6. The aim of the investment and the main work-loads of the project:

- The center of the Hanoi National University: 5,100 m² of floor space.

- General university education: Accommodation for 4,400 students, 27,450 m2 of floor space.

- Renovating, enlarging, and upgrading the building complex at Thuong Dinh area: 1,600 m2 of floor space.

- Making in-depth investment with OPEC capital in the purchase of equipment for training and scientific research in 3 branches: Physics, Biology, and Chemistry.

- Making in-depth investment with domestic capital in the purchase of equipment for training and scientific research for other branches.

After the new premises of the Hanoi National University in Thach That district, Ha Tay province, are put into operation, these equipments shall be moved to the new premises.

7. Grade of the project: Grade II.

Fire-resistance degree: Degree II.

8. Total investment:

Total: 132 billion VND.

Construction: 56.64 billion VND.

Equipment: 71.15 billion VND.

Other construction items: 4.21 billion VND.

9. Capital source: the State budget, including:

- Loan from OPEC fund: 7 million USD

(including 5 million USD for purchase of equipment).

- Domestic capital: 55 billion VND.

10. The form of organization for realization of the investment project: Bidding according to the current statute.

11. Schedule of construction: 1995-1998.

Article 4.- Organization of project implementation.

1. The Hanoi National University shall collaborate with other agencies concerned to carry out Phase One of the investment project in Hanoi and complete all the preparations for the investment and for the construction, so that it may start construction and keep to the construction schedule.

2. The Office of the Chief Architect of Hanoi City shall make comments on the architecture of Phase One in Hanoi.

3. The Vietnam State Bank, the Ministry of Finance, and the State Planning Committee together with the Hanoi National University shall carry out the plan of investment capital for the construction, especially the loan from OPEC fund.

The agencies concerned shall have to promptly supply the necessary capital to assure the planned tempo of construction.

Article 5.- This Decision takes effect from the date of its signing.

Article 6.- The Minister of Education and Training, the Minister of Finance, the Minister of Construction, the Minister-Chairman of the State Planning Committee, the Governor of the State Bank, the General Director of the General Administration of Land, the President of the People's Committee of Hanoi City, the President of the People's Committee of Ha Tay province, the Rector of the Hanoi National University, the Ministers, the Heads of ministerial-level agencies, and the Heads of the agencies attached to the Government shall have to implement this Decision.
