Directive No.454-TTg of July 5, 1996 of the Prime Minister on organizing the implementation of the Government’s Decree on ensuring order and safety in railway and inland waterway transport.

+ The Ministry of Communications and Transport, the Ministry of the Interior shall coordinate with the People’s Committees of the provinces and cities directly under the Central Government and the concerned branches in defining key areas with complicated situation in railway and waterway transport order and safety for more concentrated guidance to achieve positive changes.

+ The People’s Committees of the provinces and cities directly under the Central Government, the Ministry of Communications and Transport, the Ministry of Defense, the Ministry of Aquaculture and the branches having water transport means, shall, right in 1996, complete the general inspection and inventory of their specialized transport means.

+ The People’s Committees of the provinces and cities directly under the Central Government shall help to clear the corridors protecting railway and inland water transport in accordance with the current regulations and take effective measures to combat acts of re-infringement.

+ The Ministry of Finance shall prepare a staff and conditions to set up points for collection of fines against administrative violations.

+ The central and local mass media shall have to popularize the regulations on ensuring order and safety in railway and inland water transport. Branches and levels of local administrations involved in railway and inland water transport activities shall have to make their staff and employees deeply aware of the contents of the Government’s Decree on ensuring order and safety in railway and inland water transport as well as effectively guide the implementation of the Decree.- (Summary)
