To organize teams of young intellectuals with a total of 500 graduates from universities, colleges and intermediate vocational training schools, who volunteer to participate in rural and mountainous development in 125 poor communes meeting with particular difficulties for the period of 24 months as from 2000 to 2002.

Voluntary young intellectuals teams are tasked to help the communes in agriculture, forestry and fishery promotion, contributing to economic restructure in rural and mountainous areas and construction of new-type rural areas; in literacy and primary education; development of grassroots and primary health care; implementation of programs on clean water and environmental hygiene; building of new cultural life and prevention and combat against social evils.- (Summary)
