DECISION No. 243/1999/QD-TTg of December 18, 1998 on the action program for the materialization of the Resolution of the Party Central Committee’s sixth plenum (first session) and the Politburo’s Resolution No. 06

The ministers, the heads of the ministerial-level agencies and the heads of the agencies attached to the Government shall have to perform the tasks already assigned to them, focus on the concretization of action programs of their respective branches, closely coordinate with the localities, direct the grassroots in implementation, and create a motive force for vigorous development right from the beginning of the year so as to fulfill the set socio-economic targets.

The chairmen of the People’s Councils and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to base themselves on the Government’s action program to expeditiously work out and implement their respective localities’ action programs, ensure the time schedule, vigorously bring into play the local resources in order to successfully achieve the set objectives; efficiently carry out the integration of target programs into the national programs being executed in their localities; and coordinate with the concerned ministries and branches in promptly translating the resolutions into reality, thus making a new progress in the socio-economic development in each locality.- (Summary)
