DECISION No.70/1998/QD-TTg of March 31, 1998 on the collection and use of school fees in the public education and training establishments of the national education system.

The school fees in the public education and training establishments of the national education system are amounts contributed by families of pupils and students or by the pupils and students themselves to ensure together with the State the educational and training activities.

The education and training establishments and the local educational administration bodies shall be entitled to use all collected school fees to: improve the material bases in service of teaching and studying activities; additionally supply funds for educational and training activities, including supports for the organization of graduation exams; for teaching and teaching-support activities; and for the managerial and general executive activities of the local education and training services.

Based on the school fee bracket set in this Decision, the People's Councils and the People's Committees of the provinces and cities directly under the Central Government shall stipulate the school fee levels applicable to each area in their respective provinces and cities. The heads of the schools and training establishments under the central management shall set the school fee level for each type of pupils and students.- (Summary)
