To establish To Hieu ward of Son La provincial capital on the basis of a land area of 179 hectares and a population of 7,060 of Chieng Le ward. To establish Quyet Tam ward of Son La provincial capital on the basis of a land area of 215 hectares and a population of 5,063 of Quyet Thang ward. To establish Yen Son commune of Yen Chau district on the basis of a land area of 4,596.2 hectares and a population of 3,038 of Chieng On commune. To establish Dong Sang commune of Moc Chau district on the basis of a land area of 4289 hectares and a population of 3,530 of Muong Sang commune. To establish Ta Lai commune of Moc Chau district on the basis of a land area of 2,730 hectares and a population of 2,798 of Na Muong commune. To establish Lien Hoa commune of Moc Chau district on the basis of a land area of 3,372 hectares and a population of 2,713 of Song Khua commune. To establish Phieng Cam commune of Mai Son district on the basis of a land area of 13,825.1 hectares and a population of 3,786 of Chieng Noi commune.
