THE PRIME MINISTER DECISION No.415-TTg OF JULY 15, 1995 OF THE PRIME MINISTER ON THE ESTABLISHMENT OF THE COUNCIL FOR THE HO CHI MINH AWARD AND THE STATE AWARD ON SCIENCE AND TECHNOLOGY THE PRIME MINISTER Pursuant to the Law on Organization of the Government of September 30, 1992; Pursuant to the Ordinance of June 4, 1985 on the Ho Chi Minh Award and the State Award; Pursuant to Decree No.251-CP of June 12, 1981 of the Prime Minister on the Ho Chi Minh Award and the State Award; At the proposals of the Minister of Science, Technology and Environment, and the National Center for Social Sciences and Humanities, DECIDES : Article 1.- To set up the Council for the Ho Chi Minh Award and the State Award on Science and Technology, which is composed of the following members : 1. Professor Dang Huu, Minister of Science, Technology and Environment, Chairman of the Council; 2. Professor Vu Dinh Cu, Chairman of the National Assembly's Committee for Science, Technology and Environment, and Deputy-Head of the Party Central Committee's Commission for Science and Education, Vice-Chairman of the Council; 3. Professor Ha Hoc Trac, President of the Union of Vietnam Scientific and Technical Societies, Vice-Chairman of the Council; 4. Professor Nguyen Duy Quy, Director of the National Center for Social Sciences and Humanities, Deputy-Head of the Party Central Committee's Commission for Science and Education, Vice-Chairman of the Council. Members of the Council: 5. Professor Nguyen Van Hieu, Chairman of the Council of the National Center for Natural Science and Technology; 6. Professor Ho Si Thoang, General Director of the Vietnam Oil and Gas Corporation; 7. Professor Chu Pham Ngoc Son, Director of the Center for Experiments Analyses of the Ho Chi Minh City Science, Technology and Environment Service; 8. Professor Dang Ngoc Thanh, Vice-Chairman of the Council of the National Center for Natural Science and Technology; 9. Professor Vo Tong Xuan, Deputy Rector of the Can Tho University; 10. Professor Vu Khieu, former Vice-Chairman of the Vietnam Social Science Committee; 11. Professor Ho Ton Trinh, former Director of the Literature Institute; 12. Professor Dinh Gia Khanh, former Director of the Folk Culture Institute; 13. Professor Phan Huy Le, Hanoi National University; 14. Professor Dang Xuan Ky, Director of the Research Institute on Marxism-Leninism and Ho Chi Minh Thoughts; 15. Professor Tran Ngoc Hien, Deputy Director of the Ho Chi Minh National Political Institute. Article 2.- The Council for the Ho Chi Minh Award and the State Award on Science and Technology has the tasks : - To assist the Prime Minister in guiding the implementation of the Ordinance of the State Council for the selection of the scientists and technologists who have made great contributions to the national science and technology over the past 50 years, for the Ho Chi Minh Award and the State Award. - To assist the Minister of Science, Technology and Environment in setting up Specialized Award Councils in various fields of science and technology. To guide such Specialized Councils in selecting nominees for the awards. - On the basis of the proposals of the Specialized Councils, to consider and draw the list of nominees to be submitted to the Prime Minister for approval and to the President of the State for final decision. Article 3.- This Decision shall be valid from the date of its signing until the end of the award presentation on the occasion of the 50th National Day. Article 4.- The Chairman of the Council for the Ho Chi Minh Award and the State Award on Science and Technology, the Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People's Committees of the provinces and cities directly under the Central Government, and the members of the Council shall have to implement this Decision.
