Decision No.445-TTg of June 20, 1997 on the establishment of the Management Board of the National Program for Biological Technology.

The Management Board of the National Program for Biological Technology shall assist the Prime Minister in implementing Resolution No.18-CP of March 11, 1994 of the Government on the development of the biological technology in Vietnam till the year 2010.

The Program Management Board shall be composed of: the Minister of Science, Technology and Environment as its Chairman; a Vice Minister of Agriculture and Rural Development as its Vice Chairman; a representative of the Council of Biological Technology as its Secretary; and representatives from the Ministry of Health, the Ministry of Industry, the Ministry of Aquatic Products, the Ministry of Education and Training, the Ministry of Science, Technology and Environment, the National Center for Natural Sciences and Technology as its member.

The Program Management Board shall have the following tasks and powers: to draw up the strategy for the development of the biological technology, a phased long-term plan and annual plans for the implementation of the National Program for Biological Technology and submitting them to the Prime Minister for approval; to organize and direct the implementation of the National Program for Biological Technology in accordance with Decision No.531-TTg of August 8, 1996 of the Prime Minister on the management of the national programs; to coordinate with the functional agencies in evaluating, approving, allocating funds, and monitoring, guiding and supervising the implementation of projects under the program; to be entitled to make suggestions to the ministries, branches and localities on the organization of the implementation of projects under the program; to submit to the Prime Minister for resolution problems arising in the course of implementation of the program; to coordinate with the concerned agencies in working out policies, regimes and measures for the implementation of the program and submit them to the Prime Minister for promulgation.-
