Decision No.443-TTg of June 20, 1997 on the establishment of the Management Board of the National Program for Materials Technology. The Management Board of the National Program for Materials Technology shall assist the Prime Minister in implementing Resolution No.88-CP of December 31, 1996 of the Government on the development of materials science and technology in Vietnam till the year 2010. The Program Management Board shall be composed of the Minister of Science, Technology and Environment as its Chairman; the Chairman of the Council of the National Center for Natural Sciences and Technology as its Standing Vice Chairman; a Vice Minister of Industry as its Vice Chairman; a representative of the Ministry of Science, Technology and Environment as its Secretary; and the representatives of the Ministry of Industry, the Ministry of Education and Training, the Ministry of Construction and the Ministry of Defense as members. The Program Management Board shall have the following tasks and powers: to draw up the strategy for development of the materials science and technology, phased long-term plans and annual plans for the implementation of the national program for the materials technology and submit them to the Prime Minister for approval; to organize and direct the implementation of the national program for the materials technology in accordance with Decision No.531-TTg of August 8, 1996 of the Prime Minister on the management of the national programs; to coordinate with functional agencies in evaluating, approving, allocating operating funds and monitor, guide and supervise the execution of projects involved in the program; to be entitled to make suggestions to the ministries, branches and localities on the organization of the implementation of projects under the program; to submit to the Prime Minister for resolution problems arising in the course of implementation of the program; to coordinate with the concerned agencies in working out policies, regimes and measures for the implementation of the program and submit them to the Prime Minister for promulgation.-
